Today marks 20 years since Hurricane Katrina made landfall in New Orleans. The storm reshaped the nation’s understanding of disasters, equitable recovery, and resilience to future climate events. The Brookings Institution and The Data Center are examining the resiliency of the New Orleans metropolitan region across key policy areas including housing, community safety, and flood adaptation. Experts have also evaluated New Orleans’ progress in its water infrastructure, federal levees, civic engagement, transportation, education, health, and philanthropic investment. August 29 marks 20 years since #HurricaneKatrina devastated the Gulf Coast. The world watched as a man-made catastrophe unfolded. While the hurricane itself was a natural event, its impacts were not. Yet against all odds, New Orleans shows signs that it could become a beacon for innovative and cross-sectoral solutions for climate resilience, even as the federal government regresses in its own approach to disaster management. I was happy to pen an article for TIME this week to talk about what studying New Orleans recovery has taught us about resilience – a concept that communities across the U.S. should be reaching for in our increasingly unstable times. Native American Tribes face the challenge of governing their citizens and territories while needing to rely on data that would be considered inadequate for nearly any other group in the United States. The Native American population in Southern California is extremely diverse, reflecting the many Native communities that existed in the region prior to colonization and that were shaped by the complex effects that colonization, treaties, and relocation had on the region. In late 2022, the Southern California Association of Governments approached Brookings with the goals of developing a deeper understanding of Tribal partners in the region and of determining how SCAG could better support its Tribal partners’ community and economic development needs. Following interviews with Tribal leaders, regional stakeholders, academics and practitioners, in-site visits on Tribal land, literature reviews, and data analysis, this new report identifies critical issues affecting Native American data quality in the Southern California region and beyond, and provides ideas for action that regional, state, and federal government officials can take to support Tribes and Native American people. The civic ingenuity and creative community spirit revitalizing Hazard, Kentucky are featured in the latest episode of #ReimagineRural that dropped today. Hazard is bursting with youthful energy and creativity that challenges stereotypical narratives about Central Appalachia, as the town recovers from the loss of the coal industry and the opioid epidemic. Local residents have transformed the downtown into a lively, convivial space with dozens of new businesses. A civic fellows program which styles itself “the most comprehensive city internship in the State of Kentucky” is inspiring a new generation of leaders. The Queen City of the Mountains (as it is known) is alive and excited about its future. In a follow-up conversation with Ryan Eller, Executive Director of the Appalachia Funders Network to gain further policy insights, we explored the power of narratives – both positive and negative – in shaping how a community sees itself and its future, and how philanthropy and policy can foster lasting growth in Central Appalachia.
