U.S. Congressman. He studied law, was admitted to the bar in 1845 and opened a legal practice in New Philadelphia, Ohio. He was prosecuting attorney of Tuscarawas County in 1851 and elected as a Republican to the Thirty-sixth Congress, serving (1859-61). An unsuccessful candidate for reelection, he was appointed by President Lincoln chief clerk of the Pension Office, serving (1861-65) and appointed justice of the peace by President Hayes in 1877.
