Dr. Jiang was a Chinese agent, active in the United States before the Great War.

Background

Pretending to be a Chinese National defector, the doctor arrived in Norfolk after jumping off of a merchant ship they were stowed away on. They were in communication with a US Naval Intelligence contact for months prior to arriving.

In exchange for immunity, Jiang agreed to help recover intelligence from the downed Chinese submarine SSN-37-1A. Camp Turtledove agents were forbidden from issuing search warrants against Jiang, but were authorized to monitor their activities in public.

Jiang's true mission was to rendezvous with Agent Yang and activate the submarine's self-destruct codes. If the Lone Wanderer is successful in completing the mission, they receive instructions in Jiang's place to report for extraction and payment, where it is revealed that they would have been killed.
