Devlin was a cartoonist for the New York World, years worked currently not known. He also worked in support as an editor for Quality Comics (1930s-1940s) in 1939.
Devlin worked as a pencil and inker assistant to Rube Goldberg. Per Bails' Who's Who, circa 1938. Per his obituary, it was suggested he was still associated with Goldberg up to his 1942 death.
