Per stylelint/vscode-stylelint#338 (comment)
We have to use custom notifications to know when document formatting and code action request handlers are registered during tests due to microsoft/vscode#135674, but these notifications aren't used anywhere else. We should prevent them from being sent unless we're running tests.
