If a mix release is compiled with a docker image such as hexpm/elixir:1.13.1-erlang-24.1.7-alpine-3.14.2 it seems to be missing the expected releases\<VERSION>\elixir.bat file.
In the mix release output I see this output: "skipping elixir.bat for windows (bin/elixir.bat not found in the Elixir installation)"
I suspect that the hexpm images may not have the windows-specific .bat files presen

Custom WAR Packager 2.x uses the Jenkins update center to retrieve the plugin information, and it can also do pluginID => groupId/artifactId mapping . There is no need to strictly require Group IDs in the current Custom WAR Packager implementation.

We need the ability to change the AC Handling (Overwrite, Replace, Merge, MergePreserve etc) to be settable from config, currently it's hardcoded to replace which breaks our install of multiple packages.
In the Filter section fetch MODE settings from config.options.acHandling, default to replace
