Tracker issue: Documentation - Read the Docs #857

As part of the associated project here, this issue is to track the progress of creating documentation with Read the Docs. My personal preference is RTD, and that's what I'll be working with for now, and keeping subscribers to this issue updated (of course), but it isn't stuck in stone, and can be adjusted later on.

All I can do however, at this point in time, is work on the repo on the organisation, but not publish it yet. The RTD application requires access to the debauchee organisation, and we only have one owner (bus factor), who seems to be non-responsive right now. So we will have to wait, see if they get back online, and then we can get RTD hosting going. The same applies for GitHub actions, and CI integrations.

OK, so I can't actually create any repos either. Hm... I will do it in this repository. Once the owner issue is/if sorted, can transfer to the debauchee organisation. But for now, all contributions to the documentation will have to be done via the aforementioned repository.
