Describe the feature you would like

In certain circumstances, it would be very helpful if Forge tests could read pre-configured variables (either from foundry.toml or sourced from the bash environment) for conditional/context-specific logic, without the need to use the potentially unsafe vm.ffi cheatcode.

The Seaport test suite [uses `vm.ff

deploying libraries can take a long time. One can easily skip this stage if we make it possible to save the deployed library state and pass it to dapp test:

Some file is importing something from some test file. This means that we have to include the test directory in the published package, but besides that it's just a bad idea. I haven't looked into it, but it's probably easy to fix.
