I think we should move towards a hydrological approach instead of the "cost route" algorithm we are currently using.
Chhota Shigri is a good example of things going wrong.
All models that are currently implemented in python have some paces where those models need to be updated. This is a catch-all ticket for all of these models.
Every year - PD goes through and determines new estimates of things. The models are all updated with the new estimates.
This ticket requests that all the old models have the most recent data.

Context
As a user of Cloud Carbon Footprint who is trying to see my data and recommendations
