Problem Description

Steps to reproduce:

Try to collapse the Explore query row using keyboard-only navigation

Actual Result:

Can’t collapse query row

Also, there is a focus-issue here. See the A11y notes:

Same tab, when you copy the query or a link to it, the focus is reset

Expected Result

Steps to reproduce:

1. Open the controls flyout, either through creating a new control or editing an existing control
2. Click on something that takes you away from the dashboard - for example, return to home
3. Notice how the flyout remains open

As suggested in the ESM guidelines of Node.js it would be good to explicit the type of the module.
