Developers were having issues with iCloud for months & doing everything they could to voice their issues to Apple’s dev support team. The support system is seemingly incapable of fixing issues itself as it only got patched after MacRumors ran a story on it, with others following.
This is a concerning trend with Apple, the App Store, and the developer community. It only seems something gets looked into and treated like an actual problem that’s worth fixing unless it’s generating bad press. It shouldn’t be like that.
Reflecting on the whole iCloud kerfuffle, I think one major issue is that none of us know how to escalate a critical problem to the right person. Support folks usually lack an understanding of the context, the dev forums aren’t monitored, and radars are likely backlogged.
