The MinSendBackupAfterMs is now set to 1 ms. Unfortunately this causes backup requests to be send when there is low load. It would be useful if we could set the minimum a little bit higher for certain endpoints.

I just came across the fact that a Show[Throwable] exists.
- It is not wired up into
import Scalaz._, one needs toimport scalaz.std.java.throwable._ - It discards the stack trace entirely.
What's going on with this? :D

Description
It looks the Polynote doesn't support to configure Scala REPL like other notebook product.
For example, jupyter notebook support to configure Scala REPL such as

We should add a compile-time check when trying to use extern in an unsupported manner.
For example extern cannot be used in val foo: Int = extern
Also, it should report usages as a default parameter of methods, if it is not runtime exceptions should contain information about unsupported usage of the extern method.

At this moment relu_layer op doesn't allow threshold configuration, and legacy RELU op allows that.
We should add configuration option to relu_layer.
