Adds tf.compat.v1.keras.utils.get_or_create_layer to aid TF2 migration by enabling tracking of nested keras models. Tests method functionality in isolation within TF1/graph mode, and tests method functionality when used with the @track_tf1_style_variables decorator in TF2/eager mode.

Added DetermisticRandomTestTool (from www.tensorflow.org/guide/migrate/validate_correctness) to variable_scope_shim.py. This tool is used to make random number generation semantics match between TF1.x graphs/sessions and eager execution.
