Instances of StateChangeEventArgs can be cached as static fields.

When I change ent field to have Default after the table was already created,
the migration doesn't change the column with command like:
ALTER TABLE users ALTER COLUMN name SET DEFAULT 'unknown';

• The issue is present in the latest release.

Looking to make a call similar to this, and can't figure out what should be used now. I've also looked at EF.Property<DateTime>() but that doesn't seem to help.
