Describe the bug

If you have a regular map and a scenario map open, the tool isn't reset when you close the scenario map. Attempting to use the tool then causes a crash.

To Reproduce

Steps to reproduce the behavior:

1. Open the map editor
2. Modify a few hexes, then create a new scenario with the file menu.
3. Select the units tool (or probably, any scenario-only tool)

Even when owing a loan, I received an invitation to advance level. This doesn't happend on the original ThemeHospital game, which requires to pay all debts before this.

Describe the feature you'd like
We should limit the miss angle to effectively be around 15 degrees.

Describe why do you think it is needed
Missing a target by 90 degrees just look stupid - a miss is a miss. Doesn't have to be that off 😁

Set very high resolution l

There could engineering perk which would reduce amount failure chance when overloading component in combat. There could be also Improved engineering tech that would reduce amount of failure chance when overloading component.
Currently failure chance is increased by 5. Perk could reduce it by 2 and same goes with the tech.
