When selected the .euiResizableButton draggable element has a default z-index that is higher or equal to EuiHeader leading to this element being superimposed on top of any EuiHeader element.

When you open page UI Elements -> Cards i see TABS are not showing content until you click on other and back on first, same for pills.

Possible fix : ( worked for me )
