Add basic pre-commit hooks to the repo. To catch, for example, broken symlinks (WorldHealthOrganization/app#1670)

Describe the bug
In the raw database, genders of some patients is missing, and the same is reflected in the cluster by displaying it as female. Also, it may not be possible for the crowd-sourced data to get gender of all the patients. Also, it gives wrong visualization inference, that more females are infected by the virus.

Me parece que en el archivo Datos-COVID19/output/producto76/fabricante.csv, la vacuna CanSino no se incluye en el total.
Tambien en el archivo https://github.com/MinCiencia/Datos-COVID19/blob/master/output/producto76/vacunacion.csv, los dosis por region y el total no incluyen CanSino.
No he verificado en los otros archivos si hay el mismo problema.
