I have recently been seeing a lot of halfops (and networks supporting them) around and I think channel alert should additionally check for #channel,halfop capability as at times the issue is something halfops may be able to handle.

I'm having a very hard time (as a Rust beginner) figuring out how to hack in an SASL connection with url-bot-rs, and I haven't found a dependent crate that actually uses SASL, to use as an example.
