Upgrade the FreeBSD toolchain to version 11.4 #75204

FreeBSD 10 reached its end-of-life in October 2018, and that toolchain
caused issues in the LLVM 11 upgrade (#73526) that are resolved with the
toolchain from FreeBSD 11.

Closes #72390.

I am proposing that we merge this change. We don't yet have a formal process or "things to do" when doing so, so I'm going to go with an FCP. That'll mean that the community can hopefully see this change if they're interested and weigh in, as well as any members of the release team who may have thoughts about whether we should do this.

Note that this is currently blocking our upgrade of LLVM to LLVM 11. I believe that the LLVM 11 files could be patched to work with older FreeBSD, but in the long term that will not be true.

 * Remove patches now integrated upstream, many related to SunOS / Illumos.
 * The LLVM fix for powerpc is also now integrated upstream.
 * Adapt those patches where the source has moved or parts are integrated.
 * The randomness patches no longer applies, and I could not find
   where those files went...
 * Provide a separate bootstrap for NetBSD/powerpc 9.0, since apparently
   the C++ ABI is different from 8.0.  Yes, this appears to be specific to
   the NetBSD powerpc ports.
