2005_Rebase Changes

- TCG2_BIOS_TPM_MANAGEMENT_FLAG_DEFAULT removed. May need to add a PCD.
- EFI_SW_DXE_BS_PC_BOOT_OPTION_COMPLETE definition had to change to 0xA from 0x9
- Took Upstream version of Address calculation in RSDRouter - Address += (OFFSET_OF (RSC_DATA_ENTRY, Data) + RscData->Data.HeaderSize + RscData->Data.Size);
- EFI_SW_EC_MEMORY_TYPE_INFORMATION_CHANGE changed from 0x12 to 0x14
- SecurityPkg/Tcg/Tcg2Smm/Tpm.asl may have a different PCD now. - PcdSmmIoPortNumber is now PcdSmiCommandIoPort.
- Add StandaloneMm package (and any submodules/test config/etc) to Basecore.
