An option to put the sidebar on the right instead of the left

Allow users to toggle whether they want the bot messages to be deleted after a while or not.

This can be stored as a Preference and subsequently checked per command invoke in the server.

set duration { duration (in s) } to set it
remove duration to remove it

Description of Issue:

Students pursuing RCOS for experience are not required to produce Status Updates - this isn't documented anywhere.

Proposed Solution:

This should be documented on the Status Updates page of the Handbook.
