Depends on #5465.
We should make sure the Delegates fill their final budget at some point.
The easiest would probably to prevent the report posting before the "final" budget has been uploaded in the budget section.

When viewing the competitors of your competition, members are always marked in green. There should be a different colors for members that don't have a WCA ID assigned.
In addition, when you click the "Revise new competitors bottom", new competitors change the color from yellow to green if they don't have WCA ID and to red if they have a WCA ID no assigned. This caused some confusions as members
