Description

If a user runs colony-cli locally (e.g. installed as a node_module for the current project / dapp) the cli should provide a warning that re-running yarn or npm can damage the ganache network state leading to surprising errors. The colony-cli documentation should also explain this and possibly suggest running it globally.
