Give telegram usernames to bot for mapping gitlab mentions to telegram mention #18

We add gitlab bot in group but all of the message is not necessary for everyone.
so i thinks it's very good feature that give the usernames of users to bot and bot mention the user if that pm related to that user.

Hi, thanks for the idea. This workflow will be complex for now, because @gitlab_bot webhooks defined per chat, not per user. I can make issues-related messages silent in case they contains any valid user mention. But the messages will be still in the group. What do you think?

That's great, I think this can solve the problem for now but if a project have a lot collaborator it still make some problem.

I think with new feature (application) that gitlab added this issue is solved.
