Stop is just another alternative, but we would like to stick with defaults

The behavior of encode does not match the documentation:

• the -f flag is not recognized, and
• output is broken into blocks of 4 by default (as if -f had been provided).

To fix:

• first change documentation and cli hep to match behavior, then
• implement a flag for formatting in blocks of 4 and make unblocked the default.

Migrate all code to Python 3.7+ (abandoning 2.7), including:

• Run 2to3 on all files and fix or disable remaining errors
• Add type annotations to all package functions and declarations
  • Try pytype?
• Review all annotations for semantics, especially list vs
