Woohoo! I am home! :) So here's a tutorial that was requested by princofwhales. :*

From this: to this:

Used this picture of Ariel from the Disney movie Little Mermaid ♥:

Make it into a 100x100 and crop it the way you like.
I sharpened mine to 30. Then I did this which brightens up the picture somewhat and it added a green tinge to it:
GIMP 2.0 version - Layer: Colors: Auto: White Balance
GIMP 2.4 version - Colors: Auto: White Balance
Next I used a Color Balance to add a touch of green:
~COLOR BALANCE~
Midtones: 0,10,-30



I duplicated the layer three times and Sharpened the first one to 40 and then set the opacity to 50.
For the second duplicate, set it at Screen, opacity 40.
And for the last duplicate, set it at Soft Light, opacity 35.
Alright! Now I made three new layers:
First layer: and put the color #111631 setting it at Exclusion (screen, screen, subtract for GIMPers), 100.
Second layer: and put the color #a5e4ed and set it at Soft Light, 40.
Third layer: and put the color #f1deb9 and set it at Burn, 100.
Merge.


Looks kinda weird, but that's ok. :) I decided to give the coloring more pizazz so I did the following:
~CHANNEL MIXER~
Red: 130, -30, 0
Green: 0, 100, 0
Blue: -30, 60, 100
(preserve luminosity on)


and then I set that at Color, 100.
Duplicate twice and repeat the channel mixers.
For the last layer put it to Saturation.
Merge.


Cool! We are done with the coloring, now onto the textures:
I used these textures from pink_1lady:


Take the first texture and make it at Multiply. I duplicated it three times and set two of those at Burn and the third at Soft Light, 10.
Next, take the second texture and set it at Screen, 100. I made it sideways.
