All UK public telecoms providers must report: 📊 Major network, service resilience or security incidents. 🛡️ Any unauthorised access, interference or exploitation that has the potential to cause an incident.   Examples include: ☎️ Disruption to emergency calls. ⚠️ Incidents linked to potential loss of life. 📰 Issues covered in the media.   Severe weather, especially in winter, can also disrupt networks. 🆙 UK Cyber Growth Action Plan 🔒 ➡️ The Department for Science, Innovation and Technology has published a new policy paper, “A UK Cyber Growth Action Plan – Final Report”. This is the result of an independent and rapid review, providing key recommendations on the measures required to strengthen and expand the UK’s cybersecurity sector. ➡️ The report underlines the importance of building wider national cyber resilience, highlighting the role of a strong UK cyber culture and mindset, clear and effective cyber leadership, and thriving technology ecosystems that can attract talent, investment, and collaboration to drive innovation and sustainable growth. ➡️ I was honoured to contribute and be a research participant in the #ActionPlan, developed by the University of Bristol in partnership with Imperial College London. ⬆️ I stressed the need for a “cyber MOT”, where organisations of every size should be able to demonstrate that they have appropriate, real-time security controls in place. The Cyber Monitoring Centre has categorised the recent malicious cyber incident affecting JLR, as a Category 3 systemic event on the five-point #Cyber Monitoring Centre scale. The CMC model estimates the event caused a UK financial impact of £1.9 billion and affected over 5,000 UK organisations. The modelled range of loss is £1.6 billion to £2.1 billion but this could be higher if operational technology has been significantly impacted or there are unexpected delays in bringing production back to pre-event levels. This estimate reflects the substantial disruption to JLR’s manufacturing, to its multi-tier manufacturing supply chain, and to downstream organisations including dealerships. The estimate is sensitive to key assumptions, including the date JLR is able to fully restore production and the profile of the recovery. At £1.9 billion of financial loss, this incident appears to be the most economically damaging cyber event to hit the UK, with the vast majority of the financial impact being due to the loss of manufacturing output at JLR and its suppliers. The analysis does not include any financial loss arising from the apparent data breach involved in this incident. We do not expect costs arising from data losses to be a material part of the overall financial impact. Similarly, this analysis does not include any assumption about ransoms. Integrity staff will join two UK cyber conferences on 1 October. Head of Monitoring, Evaluation and Learning (MEL), Niki Wood, will be at the International Cyber Expo in London, while Principal Expert, Learning, Adrian Bannister will be at the Global Cyber Security Capacity Centre (GCSCC), University of Oxford AI Cybersecurity Conference in Oxford. Both conferences focus on AI and cybersecurity, and the latest thinking on risks and resilience in an age of geopolitical uncertainty. Niki, Team Leader of Integrity's Cyber MERL Partnership with the UK Integrated Security Fund, said: “We have been at the forefront of developing MEL methods for cybersecurity interventions. Evidence of what works is needed now more than ever, as we face an evolving array of cyber risks and threats. I am excited to attend such a high-profile event and share our innovations with likeminded practitioners and experts.” Niki will be joined at Cyber Expo by Matthew Cockrell, an analyst from Integrity’s cybersecurity Portfolio MEL programme. We would love to discuss our work with those attending and meet others working at this nexus of securing cyberspace and evidencing what works.

Today we published the government's 🇬🇧 UK Cyber Security Sectoral Analysis 2025. It shows another year of very strong growth for the UK cyber sector: ⬆️ Sector revenue up by 12% ⬆️ Gross Value Added (GVA) up by 21% ⬆️ Employment up by 11% The UK cyber sector is a consistent high performer and we have been measuring this performance since 2017. The compound annual growth rate for sector revenue works out at 13%.
