As the industry body for the UK’s digital-first challenger banks, Innovate Finance responds to today’s publication of the Financial Policy Committee (FPC) at the Bank of England’s assessment of bank capital requirements. Adam Jackson, Chief Strategy Officer at Innovate Finance said: “Innovate Finance, our challenger bank members, and our Unicorn Council have long raised concerns about the disproportionate impact of capital and stability requirements on growing and innovative banks. We therefore welcome the FPC’s new assessment, which recognises these issues and responds to industry feedback. “The reduction in Pillar 2A minimum requirements and the acknowledgement by the FPC and Prudential Regulation Authority (PRA) that interacting capital rules, such as those linked to domestic exposures and geographical concentration risk, can create challenges for smaller, UK-focused lenders. It is positive that regulators plan to engage with industry early next year. “However, the move to around 13% system-wide Tier 1 capital is not transformative, as much of this reduction will come automatically from Basel 3.1 reforms in 2027. Furthermore, changes to the leverage ratio mainly benefit large systemic banks, meaning challengers, who already hold higher capital as a share of risk-weighted assets (RWAs) see little relief. “We welcome the FPC’s acknowledgement that the UK’s framework is, in some areas, more demanding than international peers. This is something we recently explored in our recent report on ‘Challenger Banks: A British Success Story’. “As we analyse today’s publication, we urge the Bank to be more ambitious. A holistic review is needed to understand how capital requirements interact with the broader prudential framework.
