The UK Carbon Border Adjustment Mechanism (CBAM) comes into force from 1 January 2027, and is administered by HMRC. It will place a carbon price on highly-traded, carbon intensive goods imported to the UK from the aluminium, cement, fertiliser, hydrogen, iron and steel sectors. In addition to identifying and investigating those who commit tax fraud the Fraud Investigation Service HM Revenue & Customs also works hard to ensure it doesn’t happen in the first place, and when we do spot it we aim to prevent it from continuing. Today we have issued a Tax Fraud Warning to employers and recruitment agencies who are being targeted by tax fraud promoters encouraging them to use schemes involving ‘Bills of Exchange (BoE)’ to try and escape tax liabilities. This simply doesn’t work and will cost businesses more than they can expect to save. We are working hard to tackle the organisations that promote these schemes and we want to stop anyone else from using them when they clearly don’t work, undermining the tax system and causing a loss. Any one that has used these schemes should contact HMRC as soon as possible to get help with their tax debt and, as ever, anyone who has information about those promoting these schemes can contact us in confidence.
