Forest law enforcement in the Brazilian Amazon: Costs and income effects
Abstract
We model regulatory enforcement in the context of the Brazilian Amazon. We analyze enforcement costs and income effects of alternative forest conservation targets. Small increases in currently low fine collection rates could compensate for enforcement costs. Political viability of REDD+ in Brazil may require a carrots and sticks based environmental policy mix.
