For whoever having the problem <Python.h> not found , you need to do gcc $(pkg-config --cflags python3) -fPIC -c example.c example_wrap.c -I/usr/local/include/python3.10 .

the building code was not working (it did not have -fPIC flag) so I updated it based on swig man page.
