Financial Policy Updates

The following financial policies have been comprehensively revised to strengthen stewardship, improve internal controls  and compliance, and to align with the University’s shared services business model.

The policies have been streamlined by relocating procedural operations to the reference procedure. 

Policy FN10

Policy FN10 Other Business Expenses and Activities has been comprehensively revised to strengthen financial stewardship, improve compliance clarity, and better align with the University’s shared services operating model. The revision modernizes the policy structure by separating operational processes into a new procedure, allowing the policy to focus on accountability, allowable use of University funds, internal controls, and compliance expectations.

New Procedure FN2010 Other Business Expenses and Activities Payment Processing provides standardized operational guidance for University-sponsored events, gifts and awards, charitable contributions, procurement requirements, tax reporting, audit coordination, and related business expense activities. Together, the revised policy and new procedure improve consistency, enhance audit readiness, support risk management efforts, and provide clearer guidance for University units administering business-related expenses and activities.

Effective: May 5, 2026

Policy FN33

Policy FN33 Sales and Use Taxes has been updated to reflect:

  • Purchases made with personal funds are not tax exempt (i.e., sales tax must be paid)
  • Business-related purchases totaling $250 or less, the University will reimburse or directly pay the Pennsylvania sales tax assessed.
  • The employee is not required to pursue a refund of sales tax after the point of sale for these transactions
  • Employees are expected to make reasonable and good-faith efforts to avoid the assessment of sales tax at the time of purchase (i.e., Tax Exemption Certificate)
  • This new exception does not apply to other state sales tax assessments
