Despite the prevalence of externalization, much work in the ethics of immigration continues to assume that the admission of immigrants is determined by state immigration officials who decide whether to admit travelers at official crossings. This assumption neglects how decisions about entrance have been increasingly relocated abroad – to international waters, consular offices, airports, or foreign territories – often with non-governmental or private actors, as well as foreign governments functioning as intermediaries. Externalization poses a fundamental challenge to achieving (...) just migration policies. It reliably harms vulnerable people, prevents refugees from receiving protection, leads to human rights abuses, and dissipates blame and accountability, creating a serious lacuna in assigning moral responsibility. Experimental studies have developed, conducted, and evaluated classroom interventions for foreign language anxiety reduction. However, various characteristics of those classroom interventions make it difficult to synthesize the findings and apply them to practice. We conducted what is, to the best of our knowledge, the first systematic review on educational interventions for FLA. Six criteria were established for inclusion of studies. Using English keywords, we identified 854 potentially eligible studies through ProQuest and Scopus, 40 of which were finally included. All (...) included studies were published from 2007 to 2020. The studies differed in type of intervention, duration of intervention, and scale to measure FLA. Our systematic review resulted in seven features of classroom interventions, categorized as student–student interactions, student-teacher interactions, self-management, and mood boosters; we also categorized interventions as either individual or interactional. In 2015, the world's first self-defined feminist government was formed in Sweden with the explicit ambition of pursuing a feminist foreign policy. This essay seeks to unpack and highlight some of the substance and plausible future directions of a feminist foreign policy. The overarching ambition is three-fold: to probe the normative contents of feminist foreign policy in theory and in practice; to identify a number of potential challenges and ethical dilemmas that are detrimental to gender-sensitive global politics; (...) and to advance a research agenda that can deepen the normative and ethical notions of a feminist foreign policy. Sweden's feminist foreign policy is still in the making. Its conduct is mostly incremental and focused on international agenda setting and normative entrepreneurship, which is guided by an ethically informed framework of cosmopolitanism and human rights. Yet, this essay argues that this reorientation is distinct for two reasons: First, by adopting the “F-word” it elevates politics from a broadly consensual orientation of gender mainstreaming towards more controversial politics, which explicitly seeks to renegotiate and challenge power hierarchies and gendered institutions that hitherto defined global institutions and foreign and security policies. Second, it contains a normative reorientation of foreign policy, which is guided by an ethically informed framework based on broad cosmopolitan norms of global justice and peace. The article concludes by advancing a research agenda that draws upon feminist IR theory and enhances the ethical and transformative contents of the English School by making it more gender-sensitive and appropriate for the study of feminist foreign policy. I develop a contractualist theory of just intelligence collection based on the collective moral responsibility to deliver security to a community and use the theory to justify certain kinds of signals interception. I also consider the rights of various intelligence targets like intelligence officers, service personnel, government employees, militants, and family members of all of these groups in order to consider how targets' waivers or forfeitures might create the moral space for just surveillance. Even people who are not doing anything (...) prejudicial to other states' security can be modeled as ceding rights against diagnostic collection--light touch collection limited to ascertaining if someone is likely an intelligence threat--as part of their duty to support just foreign institutions. Foreign intelligence officers could not perform the same job potential targets can reasonably demand their intelligence agencies perform on their behalf without this ceding of rights. More invasive forms of collection can only be justified if officers can reasonably model their citizens consenting to being the target of the same sort of collection by adversary states. (shrink)

Recent scholarship on the philosophy of time in pre-Qin Daoist thought has not yet produced a thorough examination of dao’s relationship to time. This essay resolves this omission through a systematic study of the concept heng 恒 in pre-Qin Daoist literature. While principally expressing the ‘constancy’ of dao, heng also significantly presupposes dao’s ability to change. This change is characterized in the texts as a cyclical movement of ‘return’ and identified with the universe’s circular metanarrative of generation and reintegration. The (...) essay turns to examine pre-Qin Daoist literature’s use of primal wu 無 metaphors to describe dao. It concludes that they present dao as undifferentiated infinitude, liberating dao as heng from the tense structure of past-present-future that divides life in time. These metaphors further associate the movement of dao with the flow of time, reformulating time’s relentless ever-greater advancement into an endless cycle of creative transformation. (shrink)

Drawing from cognitive learning theories we hypothesize that exposure to nationalistic appeals that suggest consumers should shun foreign brands for moral reasons increases the general belief in consumers that buying foreign brands is morally wrong. In parallel, drawing from the theory of psychological reactance we posit that such appeals may, against their communication goal, increase the reputation of foreign luxury brands. We term the juxtaposition of these apparently contradictory effects the “Ambivalence Hypothesis.” Further, drawing from prior research (...) on source-similarity effects we posit that foreign luxury brands that communicate cultural proximity to target consumers (i.e., a local brand positioning) reinforce psychological reactance (“Clean Conscience Hypothesis”). We test these hypotheses experimentally in the context of luxury car brand advertising in China, a market that is heavily dominated by foreign brands, and therefore provides a breeding ground for ambivalent consumer reactions. Results show that exposure to nationalistic appeals enhances consumers’ national identity dispositions (patriotism, local identity), which results in higher levels of consumer ethnocentrism. Further, nationalistic appeals enhance the social responsibility associations that consumers hold for foreign luxury brands and their countries of origin, which results in a higher brand reputation. Finally, effects of nationalistic appeals on foreign luxury brand reputation are positively stronger for brands using a local vs. a foreign or a global positioning. These findings suggest that nationalistic appeals are a double-edged sword with important implications for ethics in political communication and luxury brand marketing. (shrink)

In this paper the ethical problem is discussed how moral judgments of foreign cultures and bygone epochs can be justified. After ruling out the extremes of moral absolutism (judging without any reservations by the standards of one's own culture and epoch) and moral relativism (judging only by the respective standards of the time and culture in question) the following solution to the dilemma is sought: A distinction has to be made between judging the norms and institutions in power at (...) a certain place and time and judging people acting within the social institutions of their time and culture. While the former may be judged rigorously, only taking into account the objective possibilities for having other institutions at a certain development stage, the latter should be judged against the background of the common sense morals of the respective time and culture. The present research explored how foreign language listening anxiety affected Chinese university students' English listening test performance and how proficiency and gender mediated the effects of FLLA on the latter. Two different populations from two universities in China answered the 20-item Foreign Language Listening Anxiety Scale as well as a demographic questionnaire and took an English listening test. Analyses of the collected data revealed the following major findings: Five latent factors underlay the FLLAS, when working alone, FLLA significantly (...) negatively predicted students' English listening test performance, and when working with proficiency and gender, English proficiency level, gender and FLLAS2 significantly predicted students' English listening test performance. These findings confirm the negative effects of FLLA on students' English listening test performance. They also indicate that English proficiency and gender mediate FLLA's effects on the latter, with English proficiency not only directly but also indirectly affecting the latter. (shrink)

The article gives an overview of works on philosophy published in the 19 th and 20 th centuries in Belarus, widely influenced by the reception of philosophical views and trends of leading Western European thinkers. The main philosophical ideas of German philosophers (I. Kant, G.W.F. Hegel, K. Marx, F. Nietzsche and others) found creative reflections among the intellectuals of the Northwestern Krai (Region) of the Russian Empire, which included Belarus in the 19 th century. The authors analyze the role of (...) foreign ideas in the first third of the 20 th century on the example of one of the first textbooks on dialectical materialism published by S.Ya. Wolfson in the 1920s (has undergone seven editions). On the basis of the analysis of dissertations (over 800 dissertation of the 1950s–1980s), the authors demonstrate the significance of Western socio-philosophical ideas for the development of philosophical culture in Belarus. Considering the content and features of the processes of transfer of foreign philosophical ideas for two centuries, it can be concluded that is the dominance of the conceptions of German philosophy, especially in the 19 th century. Interest in German philosophy also prevailed in pre-war Soviet philosophy, while the focus was on Marxism and materialistic philosophy in general. Another trend is the significant role of works on the history of philosophy, including personalities and approaches. All this demonstrates that national Belarusian thought developed in the context of European philosophical culture. (shrink)

Scholars have debated the meaning of the foreign-relations clauses in the U.S. Constitution. This essay attempts to outline the foreign-relations clauses that an ideal constitution should have. A liberal constitution must enable the government to implement a morally defensible foreign policy. The first priority is the defense of liberty. The constitution must allow the government to effectively defend persons, territory, and liberal institutions themselves. The liberal government should also contribute to the advancement of global freedom, subject to (...) a number of conditions, especially cost. The essay recommends improved methods to incorporate treaties and customary international law into the constitutional structure. Treaties should be approved by the whole legislature and should generally be self-executing. Customary law should be genuine, not fake, and consistent with liberal principles. Finally, based on economic theory and evidence, the essay recommends that liberal constitutions prohibit the government from erecting trade barriers. Plagiarism is a serious problem in an academic environment because it breaches academic honesty and integrity, copyright law, and publication ethics. This paper aims at revealing English as a Foreign Language lecturers’ responses in dealing with some factors affecting students’ plagiarism practice in Indonesian Higher Education context. This study employed a qualitative method with case study approach. Eight experienced EFL lecturers were conveniently recruited, and the data were analyzed using thematic analysis technique. The results revealed that EFL students perpetrated (...) plagiarisms due to three factors; 1) convenient access to online resources allowed the EFL students to retrieve some information without properly citing the sources, 2) Questionable lecturers’ assessment, and 3) Student has poor academic writing-skills. The plagiarism practices are apparent in the Indonesian educational context, and this may produce other negative consequences, such as academic dishonesty and poor academic writing. However, further investigation is necessary to examine the relative contribution of each factor on students’ plagiarism practice. (shrink)

This paper examines Hannah Arendt’s contribution to a conception of political life that remains vigilant of the foreignness that confronts us in our efforts to inhabit a shared world. To this end, I interpret Arendt’s less appreciated discourse on caritas, or love of the neighbor in Love and Saint Augustine, as a critical appropriation of Heidegger’s notion of care. In turning to caritas, I maintain that Arendt captures, perhaps more fully than Heidegger, the foreignness that care is destined to confront (...) in its native desire to belong to something outside of itself. This, I argue, leads Arendt to insist that the responsibility to care is not foremost a matter of individual existence, but rather of politics, grasped precisely as an openness to the foreign in communal life. Nigeria, as a geographical entity is replete with various ethnic and cultural identities that have continued to evolve from pre-colonial times to recenttimes. Granted that civilizations from Europe and Arabia have dictated almost all spheres of living, both in the Northern and Southern geographies of the country and eroded nearly all traditional values that would have assisted in curbing social and filial tensions; it is pertinent to inquire into the social relations before this ‘encounter.’ This is important as this research (...) seeks to invoke some aspects of the past that can be relevant for contemporary utility. Hence, through the method of critical analysis, this study takes a look at the socio-economic norms among the pre-colonial cultures that eventually evolved into Nigeria, paying attention to the place of slaves and women and laying emphasis on the filial and communal nature which allowed for a not too wide the gap between the rich and the poor. Even when this study is not unaware of the positive roles of foreign influence, it recounts the deficits of this presence and suggests that aproper way is to explore some indigenous ideas and apply them for contemporary living. This study aims to analyze the impact of Foreign Direct Investment, external debt and population growth on economic progress of Pakistan by using time series data from 1980 to 2014. It analyzes the correlation between Gross Domestic Product,FDI, external debt and population growth. Augmented Dickey Fuller test has been used to check stationarity in time series data. To evaluate the empirical results multiple regression method is used. GDP has been used as a dependent variable while FDI, external debt and (...) population as independent variables. Findings of this paper show the positive and significant impact of FDI, and population growth on GDP but external debt has negative impact on GDP. (shrink)

Why do some donor governments pursue international development through recipient governments, while others bypass such local authorities? Weaving together scholarship in political economy, public administration and historical institutionalism, Simone Dietrich argues that the bureaucratic institutions of donor countries shape donor–recipient interactions differently despite similar international and recipient country conditions. Donor nations employ institutional constraints that authorize, enable and justify particular aid delivery tactics while precluding others. Offering quantitative and qualitative analyses of donor decision-making, the book illuminates how donors with neoliberally (...) organized public sectors bypass recipient governments, while donors with more traditional public-sector-oriented institutions cooperate and engage recipient authorities on aid delivery. The book demonstrates how internal beliefs and practices about states and markets inform how donors see and set their objectives for foreign aid and international development itself. This research paper examines the foreign investment laws and procedure of Pakistan and their role in protection of foreign investment in Pakistan. These laws are untapped area of research and one cannot find any specific research tracing the legal development in this highly specialized field. So far Pakistan has 48 BITs enforced with different countries and has also signed ICSID Convention, which is promulgated locally through Arbitration Act, 2011 incorporating the Convention in the schedule to ease the difficulty (...) of foreign investors to enforce the awards rendered under auspices of ICSID in the territory of Pakistan. Under this research, an attempt has been made to study prevalent foreign investment laws and its trends in Pakistan. Though Pakistan has significantly improved its foreign investment regime by introducing new investor’s friendly laws like, Special Economic Zones Act, 2011 and Investment Policy, 2013 etc., apart from its previous legislation on the subject, yet this regime needs more improvement and updating. Extensive overview of all existing foreign investment laws were carried out in this research. Fair and Equitable Treatment, Expropriation and other factors affecting foreign investment laws are the areas, which need to be taken care of by policy maker in the existing foreign investment laws of Pakistan. Election interference is one of the most widely discussed international phenomena of the last five years. Russian covert interference in the 2016 U.S. Presidential Election elevated the topic into a national priority, but that experience was far from an isolated one. Evidence of election interference by foreign states or their proxies has become a regular feature of national elections and is likely to get worse in the near future. Information and communication technologies afford those who would interfere with new (...) tools that can operate in ways previously unimaginable: Twitter bots, Facebook advertisements, closed social media platforms, algorithms that prioritize extreme views, disinformation, misinformation, and malware that steals secret campaign communications. Defending Democracies examines the problem through an interdisciplinary lens and focuses on: defining the problem of foreign election interference, exploring the solutions that international law might bring to bear, and considering alternative regulatory frameworks for understanding and addressing the problem. The result is a deeply urgent examination of an old problem on social media steroids, one that implicates the most central institution of liberal democracy: elections. The volume seeks to bring domestic and international perspectives on elections and election law into conversation with other disciplinary frameworks, escaping the typical biases of lawyers who prefer international legal solutions for issues of international relations. China, a lofty nation of 5000 years of uninterrupted civilization, world’s second largest economy, a nation of huge land mass and vibrant 1.3 billion populations with permanent seat in United Nation’s Security Council is steadfast on the road of peaceful development. Despite foreign aggressions, humiliations and occupations, Chinese nation never demonstrated revengeful attitude and instead adopted a submissive and non- confrontational approach to buy time for national cohesion, economic and infrastructure development and making the country stronger. The consistent and (...) rapid industrialization has enabled China to maintain over 9% growth rate which brought rich dividends for China and is now termed as economic super power and world’s manufacturing industry. This all can be attributed to consistent pragmatic foreign policy and unique blend of relevant to all and friend of all with mutual accommodation and peaceful coexistence. Pakistan and China are termed as Iron Brothers, therefore, Pakistan can accrue many dividends from rising status of China. In accordance with the Bologna Declaration, modern languages and communication skills have a growing importance in all professions. With the prospect of Croatian membership of the EU and taking into consideration the conditions of the growing internationalization of law in general, knowledge of foreign languages represents an indispensable prerequisite for international com- munication within the legal profession. Thus, teaching foreign languages in the field of law, especially English and German, is necessary not only for the pro- fessional education (...) of Croatian law students, but also for their mobility within the network of European universities. This paper presents a case-study of the current situation in teaching Legal English and Legal German in Croatian Law Schools. First, the status of foreign languages for specific purposes in the Higher Education System of the Republic of Croatia in general is analyzed. The main part of the paper is dedicated to teaching Legal English and / or Legal German as compulsory courses within the curricula of Croatian law faculties. Then some projects on teaching foreign languages to practicing lawyers will be presented. With the prospect of Croatian membership of the EU, specific education programmes for lawyer- linguists have been introduced by the Law Faculties of Zagreb and Osijek. These programmes, developed within the lifelong education project for lawyers, offer an opportunity for Croatian law students and young lawyers not only to im- prove their knowledge of Legal English and Legal German, but also to learn other languages of the EU, like French or Italian. These new programmes are the response of Croatian foreign language teachers to the current requirements of the European labour market and the challenges of the internationalization of the modern world. The article demonstrates the possibilities of online resources when teaching foreign language.

What is the relationship between Thailand’s human rights crisis during Prime Minister Thaksin Shinawatra’s leadership and the USA-led post-9/11 war on terror? Why did the human rights situation dramatically deteriorate after the Thaksin regime publicly supported the Bush administration’s war on terror and consequently received US counterterror assistance? This article offers two conceptual arguments that jointly demonstrate a constitutive theoretical explanation, which shows that counterterror and militaristic transnational and national discursive structures enabled the strategy of state repression in Thailand under (...) Thaksin. The first concept refers to strategic localization, which refers to how the Bush administration’s global war on terror—and its consequent overarching emphasis on military security—provided an opportunity for the Thaksin administration to strategically localize the global threat of terrorism in ways that could seem relevant to the local Thai context. The second concept pertains to resource mobilization, which shows how converging US and Thai discourses on military security facilitated Thaksin’s strategy of increased state repression that led to the proliferation of state-led human rights abuses. This research article contributes to the human rights literature in two ways: by highlighting how foreign aid programs and its constitutive political discourses shape recipient countries’ domestic human rights situation and by tracing the macro-political factors that lead to the eventual democratic decay of contemporary Thailand. This paper provides a critical assessment of classical liberals’ view of foreign and security policy. In the United States, the defenders of free enterprise and limited government have embraced a neorealist perspective on international relations, which typically prescribes restraint for a country’s engagement overseas. Neorealism and classical liberalism, however, make strange bedfellows. Neorealism does not share the commitment to methodological individualism embraced by the classical liberal tradition and ignores the problems related to the aggregation of individual preferences into concepts (...) such as the “national interest.” Neorealism also downplays the importance of institutions, understood as rules of the game, in favor of crude power calculus. Finally, neorealism is incompatible with the universalist, cosmopolitan outlook of classical liberalism. (shrink)

The promotion of human rights, the punishment of crimes against humanity, the use of force with respect to humanitarian intervention: these are some of the complex issues facing governments in recent years. Since World War I, the United States has pursued the defense of Western civilization as a critical element of its own national interest. In his provocative reconsideration of that goal, Robert Strausz-Hupe asks whether the American people can still agree upon and adopt foreign policies consistently devoted to that end. He specifically examines popular and paradoxical attitudes that often undermine Washington's ability to defend American and Western interests, attitudes towards society and the state, politics and government, instruments of (...) class='Hi'>foreign policy and the people who wield them. As the backdrop for his analysis, Strausz-Hupe employs the wisdom of Alexis de Tocqueville's Democracy in America, reiterating Tocqueville's finding that the driving force of American life is its passion for equality and democracy. To this insight, Strausz-Hupe adds another: When one realizes that domestic politics is the driving force behind foreign policy, one understands why "the foreign policy of the United States cannot be other than the defense of democracy everywhere." Unlike some analysts, however, Strausz-Hupe believes that this proposition states only the problem for American statesmen not the answer. The answer, Strausz-Hupe concludes, lies in a universal federation of democratic states. In an appreciative foreword that examines the evolution of Strausz-Hupe thought, Walter A. Several studies (Keysar et al., 2012; Lazar et al., 2014) suggest that decisions made in a foreign language are more rational. The authors imply that when thinking in a language which is not our native tongue, analytical, slow, deep-thinking is activated. The question that underlies the present article is whether this is a characteristic of every mental operation in the foreign medium. Studies carried out by Costa et al. (2014), Geipel et al. (2015) and Hadjichristidis et al. (2015) (...) suggest the issue is much more complex than it may seem. The answer to the question above was sought through a study in which 84 Polish advanced users of English as a foreign language were asked to solve mathematical problems from the Cognitive Reflection Test (Frederick, 2005). Initially the subjects were randomly assigned to two groups, who subsequently solved the problems in Polish (native tongue) and in English (foreign language). The article presents the results, discusses them and arrives at a number of conclusions as well as implications for further research. (shrink)

The paper deals with the need for new methods in foreign language teaching to students of non-linguistic universities. The article presents a strategy to optimize the foreign language lesson. As an example an algorithm with authentic technical text in German is considered. It makes possible to change the work with foreign language text. It is proposed to substitute the standard tasks to the practice-oriented, which purpose is to teach students to understand the text.

In this paper, the author discusses foreign reception of Jovan Babic?s works, which turns out to be very much alive and diverse. More precisely, the author limits himself to a short and very partial review of reception of only two Babic?s texts that, so far, attracted the most attention.

Media freedom in Western Balkan countries has been restricted for years, and the authority of the journalistic profession has been systematically undermined. Apart from pressure from governments, political and economic circles, the media in the region are also susceptible to foreign influences. The article analyzes the vulnerability of media in Western Balkan countries to third-party influence driven by cash flows. Prerequisites are presented that increase the possibility of direct intervention in editorial policy. Answers are sought to the questions: what are the motives of foreign governments to sponsor media and “causes” in the countries of the Western Balkans, what is the nature of the funding – secret or public? This article discusses the category of foreigner in the context of academia. In the first part I explore this category and its philosophical significance. A quick look at the literature reveals that this category needs more attention in analyses of dimensions of privilege and disadvantage. Foreignness has peculiarities that demarcate it from other categories of identity, and it intersects with them in complicated ways. Devoting more attention to it would enable addressing issues affecting foreigners in academia that go commonly unnoticed. (...) In the second part of the article I argue that current efforts to make academia a more inclusive environment should address the disadvantages that many foreign academics face. I focus on two senses of foreigner: working and living in a country that is not your country of origin, and being a nonnative speaker of the language in which you work. (shrink)

This article examines the government affairs activities of foreign subsidiaries of multinational enterprises. The article develops hypotheses founded on resource dependence theory that examine organizational and environmental factors that might influence subsidiary government affairs activities. Primary data were gathered from 91 foreign subsidiaries of U.S.-based companies. Results from the empirical tests suggest that subsidiary top managers have a strong influence on the administration of their subsidiaries' government affairs activities.

The American regulatory model of corporate governance rests on the theory of self-regulation as␣the most effective and efficient means to achieve corporate self-restraint in the marketplace. However, that model fails to achieve regular compliance with baseline ethical and legal behaviors as evidenced by a century of repeated corporate debacles, the most recent being Enron, WorldCom, and Refco. Seemingly impervious to its domestic failure, Congress imprinted the same self-regulation paradigm on legislation restraining global business behavior, the Foreign Corrupt Practices Act. (...) This anti-bribery initiative prohibits unethical and illegal payments made to foreign public officials in an effort to eradicate bribery as a rational-choice global market entry strategy. However, this paper illustrates, using newly complied statistics from 1977 to 2008, that the FCPA has not had a dramatic impact on U.S. global corporate behavior despite its recent high profile coverage and the tough regulatory rhetoric about corporate compliance. The paper also extends the prior Cragg and Woof FCPA efficiency study and provides current empirical evidence to resolve several unanswered questions raised by that earlier study. (shrink)

The Common Foreign and Security Policy (CFSP) objectives are an integral part of the overall objectives of the European Union and the policy area has developed from a purely intergovernmental form of cooperation in the days of the European political cooperation to an area in which the member states have increasingly accepted new forms of institutionalization. CFSP decisions are taken by the General Affairs Council, consisting of the ministers for foreign affairs of the member states. In spite of (...) the growing pains in the development of Common Security and Defence Policy (CSDP), the European Union has made significant strides in deploying crisis management operations. However, the issue of defining success of the CSDP is no longer measured in terms of merely launching missions, ensuring mission output, and gathering operational experience. Whenever a common policy does not prove possible, member states are free to pursue their own national foreign policies. (shrink)

Recent studies :98–144, 2002; Weismann, J Bus Ethics 88:615–66, 2009) revealed that in the first 28 years of its existence, the Foreign Corrupt Practices Act was not enforced by the federal government. The Weismann study further concluded that the FCPA, designed by Congress as a self-regulatory model of corporate governance, failed to achieve the regulatory goal of deterring global bribery by U.S. companies. The current article addresses the reasons that the FCPA remains an ineffective measure to control bribery as (...) a global market entry strategy despite the highly publicized 2006 Department of Justice initiative to increase prosecutions and tighten enforcement efforts. The failure arises out of both the increased use of informal dispositions of case prosecutions,, which has made “getting caught” merely an increased “cost of doing business” and the failure to close the regulatory gaps in the statute that permit violators to slip through the enforcement net. The article updates and compiles the case prosecution data for every reported case prosecuted between 1977 and 2011. That data are then compared to the results of a 2010 integrity risk survey performed by Deloitte Financial Advisory Services and Forbes which reveal a widely held global business perception that compliance and integrity risks appear to be rising sharply and that the FCPA is ineffective in deterring bribery and corruption in foreign markets. The article aims to serve as a predictive tool for policy makers and business professionals in assessing risk in the global markets, particularly as commerce intensifies in the BRIC countries, notable for bribery and corruption. The disclosure of corporate environmental performance is an increasingly important element of a firm’s ethical behavior. We analyze how the legal origin of foreign institutional investors affects a firm’s voluntary greenhouse gas emissions disclosure. Using a large sample of firms from 36 countries, we show that foreign institutional ownership from civil law countries improves the scope and quality of a firm’s greenhouse gas emissions reporting. This relation is robust to addressing endogeneity and selection biases. The effect is more (...) pronounced in firms from non-climate-sensitized countries, for which the gap between firms’ environmental standards and investors’ environmental targets is potentially larger, and in less international firms. Firms with a higher level of voluntary greenhouse gas emissions disclosure also exhibit higher valuations. (shrink)

This article argues that a liberal cosmopolitan approach to feminist foreign policy reproduces existing relations of power, including gender power relations and Western liberal modes of domination. I suggest that a critical feminist ethic of care offers a potentially radical and transformative account of ethics as a basis for a transnational feminism – one that reveals and troubles the binary gender norms that constitute the international and which exposes the ways in which patriarchal orders uphold political hierarchies that obstruct (...) the building of empathy and repairing of relationship. To illustrate this argument, I address the recent diplomatic crises faced by Sweden and Canada in their relationships with the Kingdom of Saudi Arabia. Policymakers and diplomats must aim to build understanding by recognizing the material and discursive factors that have constructed, over time, the relationships between Saudi Arabia and Sweden/canada, as well as the ways in which patriarchal structures – across the globe and at multiple scales – hinder the possibility of attentive listening and connection across borders. It is only through the prism of this relationship – where difference takes on meaning – that the more complex role of Western states in the contemporary system of transnational militarism is revealed. People say foreign policy is a special sort of public policy. This article challenges that claim. It argues that judges should treat foreign policy in the same way they treat other sorts of policy. The article responds to four related lines of argument: that foreign policy is special on account of the constitutional separation of powers; that it demands a special sort of democratic legitimacy; that it is especially complex, secret and prophetic; and that it is simply (...) more important than other aspects of public policy. These might be good reasons to defer to the government in general, but they are not good reasons to grant special deference to foreign policy. (shrink)

Inbound tourism as defined by the WTO is obviously the aspect of a nation’s tourism industry to which foreign languages are directly relevant: this aspect involves foreign tourists visiting the country of reference. This paper uses Leiper’s (1979) conceptualisation of the tourism system to examine the role of foreign languages in the operations of Nigerian inbound tourism from TGR and TDR perspectives. Among the most significant revelations of this examination are the facts that: i) tourism destinations in (...) Nigeria are to be advertised on the web and in print in the TGR countries using the languages of those countries; and ii) tour guides in Nigeria are to be trained in foreign languages to facilitate travels, stay and related transactions and activities of foreign tourists in Nigeria. These and other findings can enhance the Nigerian inbound tourism industry. (shrink)

We examine whether and how CEO foreign experience affects firm’s green innovation. Using a sample of Chinese public companies and hand-collected CEO foreign experience data, we document a positive association between CEO foreign experience and corporate green innovation. Furthermore, consistent with the view that CEOs with foreign experience would play a more significant role when provided with more resources, we find that the positive relationship is more pronounced in less financially constrained firms, in state-owned enterprises, and (...) in less competitive industries. Additional analyses indicate that enhanced environmental ethics and general competency are two potential mechanisms through which CEO foreign experience affects corporate green innovation. Finally, we find that CEO foreign experience is positively related to green innovation quality and internationalization. Collectively, these findings suggest that CEO foreign experience is a significant factor for corporate green innovation in emerging markets. (shrink)

From the shores of Europe to the Mexican-US border, mass migration is one of the most pressing issues we face today. Yet at the same time, calls to defend national sovereignty are becoming ever more vitriolic, with those fleeing war, persecution, and famine vilified as a threat to our security as well as our social and economic order. In this book, written amidst the dark resurgence of appeals to defend ‘blood and soil’, Donatella Di Cesare challenges the idea of the (...) exclusionary state, arguing that migration is a fundamental human right. She develops an original philosophy of migration that places the migrants themselves, rather than states and their borders, at the centre. Through an analysis of three historic cities, Athens, Rome and Jerusalem, Di Cesare shows how we should conceive of migrants not as an other but rather as resident foreigners. This means recognising that citizenship cannot be based on any supposed connection to the land or an exclusive claim to ownership that would deny the rights of those who arrive as migrants. Instead, citizenship must be disconnected from the possession of territory altogether and founded on the principle of cohabitation – and on the ultimate reality that we are all temporary guests and tenants of the earth. Di Cesare’s argument for a new ethics of hospitality will be of great interest to all those concerned with the challenges posed by migration and with the increasingly hostile attitudes towards migrants, as well as students and scholars of philosophy and political theory. Trolley dilemmas have been tested cross-culturally, but only recently have researchers begun to assess the effect of responding to such dilemmas in a foreign language. Previous studies have found a Moral Foreign Language Effect in trolley dilemmas, whereby subjects who respond to these dilemmas in a foreign language, tend to offer more utilitarian responses. The present study seeks to test whether the MFLE holds amongst native speakers of Arabic. Additionally, the present study seeks to test whether the (...) use of visual images has any effect on responses. For such purposes, four groups were compared: 1) participants responding to trolley dilemmas in English without visual images; 2) participants responding to trolley dilemmas in Arabic without visual images; 3) participants responding to trolley dilemmas in English with visual images; 4) participants responding to trolley dilemmas in Arabic with visual images. The purpose of this study is to look at femicide from a different perspective, even though it may seem unrelated at first. Accordingly, it investigated the existence of a link between foreign exchange, which was a major cause of the crises and unemployment, and femicide, which was the outcome of violence against women other than murder. The data were acquired from the We Will Stop Femicide Platform and the Central Bank of the Republic of Turkey in light of the (...) study’s goal. According to the findings of the investigation, there is a long-term cointegrating association between the foreign exchange rate and femicide in Turkey. After 22.6 days, the deviation induced by a 1% change in the currency rate could be balanced. This study is notable for approaching femicide from a hitherto overlooked economic perspective, as well as demonstrating that exchange rate changes are “vital” in terms of non-economic reality and public health. This book describes the foreign policy of John Rawls and Amartya Sen while building up towards a policy recommendation. By redirecting some military spending to development goals, the core needs of more civilians can be better met – while simultaneously advancing human security.

In The Law of Peoples Rawls claims that liberal well-ordered societies (LWOSs) should regard certain non-liberal societies, decent hierarchical societies (DHSs), as equal members of a just international order, a ‘Society of Peoples.’ Rawls maintains, however, that while the ‘basic structures’ (the main political and economic institutions) of LWOSs are fair systems of social cooperation, the basic structures of DHSs are only ‘decent’ systems of social cooperation. I explain why the basic structures of DHSs cannot be fair systems of social (...) cooperation. In doing so, I refute a recent defense of DHSs advanced by Samuel Freeman. I then argue that because the basic structures of DHSs cannot be fair systems of social cooperation, Rawls is not justified in holding that LWOSs should refrain always from offering economic incentives to DHSs in order to encourage them to liberalize their political institutions. The ultimate aim of the foreign policies of LWOSs should be a world in which liberal democratic rights are respected by all societies. (shrink)
