The Brauns Commission was initiated in January 1931 by former Labor Minister Heinrich Brauns upon the request of the German Chancellor Heinrich Brüning. In light of the German tradition of crisis expertise in the 1920s and of Wilhelm Röpke’s analysis of the discussions among the commission’s experts, Commun presents new insights into Röpke’s positions as a pragmatic liberal (...) in dramatic times. In the midst of the massive economic and financial depression in 1931, Röpke recommended a moderate countercyclical stimulus policy. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. This volume provides a comprehensive account of Wilhelm Röpke as a liberal political economist and social philosopher. Wilhelm Röpke was a key protagonist of transatlantic neoliberalism, a prominent public intellectual and a gifted international networker. One of the greatest philosophical disputes in Germany in the latter half of the nineteenth century concerned the value of life. Following Arthur Schopenhauer, numerous philosophers sought to defend the provocative view that life is not worth living. A persistent objection to pessimism is that it is not really a philosophical theory at all, but rather a psychological state; a mood or disposition which is the product of socio-economic circumstance. A developed and influential version of this view was advanced in (...) the 1870s by the English psychologist James Sully. Yet, as important as Sully's critique was for the pessimism dispute, it has been almost entirely overlooked in the history of philosophy. With some growing recent attention to nineteenth-century pessimism, this paper aims to reconstruct Sully's view, and what I argue is his primary argument for it in terms of the best explanation for an alleged historical correlation between pessimistic belief and social hardship in the form of frustrated ideals. The paper then presents and analyses some challenges to this argument, some of which are argued to have been at least partially anticipated in the nineteenth-century by the likes of Schopenhauer and Olga Plümacher. Humans alone acquire language. According to one influen- tial school of thought, we do this because we possess a uniquely human ability to act with and attribute “Gricean” communicative intentions. A challenge for this view is that attributing communicative intent seems to require cognitive abilities that infant language learners lack. After considering a range of responses to this challenge, I argue that infant language development can be explained, because Gricean communication is cognitively less demanding than many suppose. However, a (...) consequence of this is that abilities for Gricean communication are unlikely to be uniquely human. (shrink)

By using social media, corporations can communicate about their corporate social responsibility (CSR) to the public without having to pass through the gatekeeping function of the news media. However, to what extent can corporations influence the public’s evaluation of their CSR activities with social media activities and if the legacy news media still act as the primary agenda setters when it comes to corporate reputation have not yet been thoroughly analyzed in a digitized media environment. This study addressed this research (...) gap by looking at the effect of CSR communication through Facebook and news media coverage of CSR on corporate reputation in Switzerland. The results of this longitudinal study show that the salience and tone of news media coverage of CSR were positively related to corporate reputation, even though the news media coverage about CSR was predominantly negative. Thus, reputation was still strengthened even in the face of negative publicity. No effect of CSR communication through Facebook on corporate reputation was found. The results suggest that legacy news media still were influential in determining how the public evaluates corporations in the digital age. (shrink)

Codes of ethics currently offer no guidance to scientists acting in capacity of expert. Yet communicating their expertise is one of the most important activities of scientists. Here I argue that expert communication has a specifically ethical dimension, and that experts must face a fundamental trade-off between "actionability" and "transparency" when communicating. Some recommendations for expert communication are suggested.

This paper develops a formal account of causal explanation, grounded in a theory of conversational pragmatics, and inspired by the interventionist idea that explanation is about asking and answering what-if-things-had-been-different questions. We illustrate the fruitfulness of the account, relative to previous accounts, by showing that widely recognised "explanatory virtues" emerge naturally, as do subtle empirical patterns concerning the impact of norms on causal judgments. This shows the value of a "communication-first" approach to explanation: getting clear on explanation’s communicative dimension (...) is an important prerequisite for philosophical work on explanation. The result is a simple but powerful framework for incorporating insights from the cognitive sciences into philosophical work on explanation, which will be useful for philosophers or cognitive scientists interested in explanation. Niklas Luhmann is widely recognized as one of the most original thinkers in the social sciences today. In Relevance: Communication and Cognition, we outline a new approach to the study of human communication, one based on a general view of human cognition. Attention and thought processes, we argue, automatically turn toward information that seems relevant: that is, capable of yielding cognitive effects – the more, and the more economically, the greater the relevance. We analyse both the nature ofcognitive effects and the inferential processes by which they are derived. Communication can be achieved by two (...) different means: by encoding and decoding messages or by providing evidence for an intended inference about the communicator's informative intention. Verbal communication, we argue, exploits both types of process. The linguistic meaning of an utterance, recovered by specialised decoding processes, serves as the input to unspecialised central inferential processes by which the speaker's intentions are recognised. Fundamental to our account of inferential communication is the fact that to communicate is to claimsomeone's attention, and hence to imply that the information communicated is relevant. We call this idea, that communicated information comes with a guarantee of relevance, the principle of relevance. We show that every utterance has at most a single interpretation consistent with the principle of relevance, which is thus enough on its own to account for the interaction of linguistic meaning with contextual factors in disambiguation, reference assignment, the recovery of implicatures, the interpretation ofmetaphor and irony, the recovery of illocutionary force, and other linguistically underdetermined aspects of utterance interpretation. Recent research on bacteria and other microorganisms has provided interesting insights into the nature of life, cooperation, evolution, individuality or species. In this paper, I focus on the capacity of bacteria to produce molecules that are usually classified as ’signals’ and I defend two claims. First, I argue that certain interactions between bacteria should actually qualify as genuine forms of communication. Second, I use this case study to revise our general theories of signaling. Nowadays, a significant portion of corporate social responsibility (CSR) communication takes place online. The current article attends to an essential, yet often overlooked element of online CSR communication: cross-sectoral hyperlink networks. The article argues that corporations build cross-sectoral hyperlink networks with nongovernmental organizations (NGOs) as a form of CSR communication to manage social issues. Using social network analysis, this article analyzes the hyperlink network data between 136 corporations and 94 international NGOs. Findings show that corporations’ cross-sectoral ties (...) serve as a communication strategy to respond to salient issues and manage issues that are relevant to these corporations. NGOs’ tenure and network dynamics are also found to significantly affect the number of cross-sectoral ties built with corporations. (shrink)

'Community' is one of those words that feels good: it is good 'to have a community', 'to be in a community'. And 'community' feels good because of the meanings which the word conveys, all of them promising pleasures, and more often than not the kind of pleasures which we would like to experience but seem to miss. 'Community' conveys the image of a warm and comfortable place, like a fireplace at which we warm our hands on a frosty day. Out (...) there, in the street, all sorts of dangers lie in ambush; in here, in the community, we can relax and feel safe. 'Community' stands for the kind of world which we long to inhabit but which is not, regrettably, available to us. Today 'community' is another name for paradise lost - but for a paradise which we still hope to find, as we feverishly search for the roads that may lead us there. But there is a price to be paid for the privilege of being in a community. Community promises security but seems to deprive us of freedom, of the right to be ourselves. Security and freedom are two equally precious and coveted values which could be balanced to some degree, but hardly ever fully reconciled. The tension between security and freedom, and between community and individuality, is unlikely ever to be resolved. We cannot escape the dilemma but we can take stock of the opportunities and the dangers, and at least try to avoid repeating past errors. In this important new book, Zygmunt Bauman takes stock of these opportunities and dangers and, in his distinctive and brilliant fashion, offers a much-needed reappraisal of a concept that has become central to current debates about the nature and future of our societies. Most people working on linguistic meaning or communication assume that semantics and pragmatics are distinct domains, yet there is still little consensus on how the distinction is to be drawn. The position defended in this paper is that the semantics/pragmatics distinction holds between encoded linguistic meaning and speaker meaning. Two other ‘minimalist’ positions on semantics are explored and found wanting: Kent Bach’s view that there is a narrow semantic notion of context which is responsible for providing semantic values for (...) a small number of indexicals, and Herman Cappelen and Ernie Lepore’s view that semantics includes the provision of values for all indexicals, even though these depend on the speaker’s communicative intentions. Finally, some implications are considered for the favoured semantics/pragmatics distinction of the fact that there are linguistic elements which do not contribute to truth-conditional content but rather provide guidance on pragmatic inference. The present two-study paper examined the role of communication strategies that athletes use to develop their coach-athlete relationship. Study 1 examined the mediating role of motivation, support and conflict management strategies between the quality of the coach-athlete relationship and athletes’ perceptions of sport satisfaction. Study 2 examined the longitudinal and mediational associations of communication strategies and relationship quality across two time points, over a six-week period. Within both studies, data were collected through multi section questionnaires assessing the studies’ (...) variables. For study 1, structural equation modelling highlighted significant indirect effects for motivation and support strategies between the quality of the coach-athlete relationship and athletes’ experiences of sport satisfaction. For study 2, significant indirect effects were found for the athletes’ perceptions of the quality of the coach-athlete relationship at time 2 between athletes’ use of communication strategies at time point 1 and time point 2. Together these findings provide support for the practical utility of communications strategies in enhancing the quality of the coach-athlete relationship and athlete’s experiences of sport satisfaction. In addition, the findings provide evidence to highlight the potential cyclical relationship between communication and relationship quality across time. (shrink)

Communication by scientists with policy makers and attentive publics raises ethical issues. Scientists need to decide how to communicate knowledge effectively in a way that nonscientists can understand and use, while remaining honest scientists and presenting estimates of the uncertainty of their inferences. They need to understand their own ethical choices in using scientific information to communicate to audiences. These issues were salient in the Fourth Assessment of the Intergovernmental Panel on Climate Change with respect to possible sea level (...) rise from disintegration of the Greenland and West Antarctic ice sheets. Due to uncertainty, the reported values of projected sea level rise were incomplete, potentially leading some relevant audiences to underestimate future risk. Such judgments should be made in a principled rather than an ad hoc manner. Five principles for scientific communication under such conditions are important: honesty, precision, audience relevance, process transparency, and specification of uncertainty about conclusions. Some of these principles are of intrinsic importance while others are merely instrumental and subject to trade-offs among them. Scientists engaged in assessments under uncertainty should understand these principles and which trade-offs are acceptable. (shrink)

Higher education curricula are developed based on creating conditions for implementing many professional and universal competencies. In Russia, one of the significant competencies for a modern specialist is business communication in oral and written forms in the Russian language and a foreign language. Therefore, teaching students to write in a foreign language is one of the modern requirements for young specialists’ professional training. This article aimed to study the tools of online communication that are used in teaching foreign (...) languages. The article presents the results of an empirical study and analysis of factors of application of online communication technologies in foreign languages teaching, synchronous and asynchronous means used in online learning, and the advantages of integrating online communication tools into the educational process of teaching a foreign language. The study of the advantages and disadvantages of educational platforms is based on an analysis of information and online communication technologies used in the educational process. Based on the example of teaching a foreign language, the article shows how online communication platforms are involved in the educational process. Furthermore, the teachers’ and students’ opinions are presented on how online platforms are convenient. The survey involved 928 first-year students and 76 foreign language teachers of Volgograd State University (Volgograd), Linguistics University of Nizhny Novgorod (Nizhny Novgorod), Tomsk Polytechnic University (Tomsk), Ural Federal University, named after the first President of Russia B.N. Yeltsin (Ekaterinburg). It was revealed that the integration of online communication tools has positive effects on the formation and development of written communication skills. (shrink)

When it comes to contentious conversations, the call for civility is commonplace. Rarely do we hear a call for nonviolence in communication. This is unfortunate, since nonviolence is a better standard than civility (a standard I critiqued in part one of this three-part series). Part of the problem is that a framework for communicative nonviolence has not (to my knowledge) been fully developed. Mohandas (“Mahatma”) Gandhi, the “father of nonviolence,” is widely known for nonviolence, but primarily in the realm (...) of noncommunicative action. However, there is a natural line of development in that direction from elements in his thought: Gandhi derives his commitment to nonviolence ("ahimsa" in Sanskrit) from his "law of Truth," which directs us to follow “Truth in thought, Truth in speech, and Truth in action." Inspired by Gandhi among others, Marshall B. Rosenberg developed what he termed "Nonviolent Communication" (NVC). Valuable though NVC is, it is most applicable to particular conversational contexts. It is but one part of a broader nonviolent framework, which I’ll call "ahimsic communication" (AC) to distinguish it from NVC. In this second installment of the series, I develop a framework for AC. All distribution brings with it issues of ethics and justice. Indeed, whether science communicators acknowledge it or not, they get to decide both which knowledge is shared, and who gets access to this knowledge. As a result, the decisions of science communicators have important implications for epistemic justice: how knowledge is distributed fairly and equitably. (...) This paper presents an overview of issues related to epistemic justice for science communication, and argues that there are two quite distinct ways in which science communicators can be just in the way they distribute knowledge. Both of these paths will be considered before concluding that, at least on one of these accounts, science communication as a field and as a practice is fundamentally epistemically unjust. Science communication has traditionally been seen as a means of crossing the boundary of science: moving scientific knowledge into the public. This paper presents an alternative understanding. Drawing upon a particular case of social science communication in the form of an interactive installation about the social responsibility of science, it develops the concept of boundary space where phenomena can simultaneously belong to science and nonscience. In addition, the paper describes how the installation functions as a space for interaction (...) between knowledge communication and knowledge production. The paper argues that we should understand science communication as a social practice, which allows scientists and nonscientists to cooperate in performing science as an important part of society. The aim is to add a new kind of analysis to traditional criticisms of deficit-thinking and popularization by asking what can we say more about science communication if we understand it as part of science as a social activity. The network society is generally challenging for today's communication practitioners because they are no longer the sole entities responsible for communication processes. This is a major change for many of them. In this paper, it will be contended that the normative practice model as developed within reformational philosophy is beneficial for clarifying the structure of communication practices. Based on this model, we argue that government communication should not be considered as primarily an activity that focuses on (...) societal legitimation of policy; rather, it focuses on clarifying the meaning of the actions of the government. If the government can convincingly answer the question about the reason for their actions, societal legitimation will subsequently follow. Human actions and decisions are most of the times not only grounded on emotional reactions, they are irrationally debasing. While such emotions and heuristics were perhaps suitable for dealing with life in the Stone Age, they are woefully inadequate in the Silicon Age. The substitution of traditional news agencies and communication platforms in Nigeria with social media networks has not only increased human capacities, it has aided the common good and further eased communication and increased the human knowledge (...) base. For instance, the Silicon Valley in the state of California in the United State of America has proved the extent to which human ingenuity can be exerted in beneficial ways. Here in, the top of the multibillion-dollar communication companies like Apple, eBay, Cisco, Lockheed, Hewlett Packard (HP), Google, Netflix, Facebook, Oracle, Tesla, etc. whose yearly budgets far exceed the entire yearly budget of Nigeria, has proved that, ICT remains the building blocks of contemporary communities. The state of California for instance prides herself as the 6th largest economy of the world after France and Brazil. This romantic picture of ICT is but only one chapter of the ICT divide. In today’s world, the scale and speed of the highly partisan news and falsehoods that circulate in the human environment is deafening. In politics and governance for instance, the populist have exploited the ICT effectively and without restraints, to access power and authority. Today, we are in the era of post-truth, an era in which objective facts are less influential in shaping public opinion than appeals to emotion and personal belief. An era that harbours corruption of intellectual integrity and damage to the whole fabric of democracy. The battle to protect information integrity and expose fake news becomes sine qua non. We shall in this paper explore the dark side of the age of information, a side that has been exploited by the media mavens, political hacks, and ideological propagandists who promote lies, illusion, confusion, and other forms of demented or manipulated imagination. In doing this, we shall proceed as follows: i. Historicize the concept of ‘fake news’ here referred to as post-truth. ii. Interrogate the concept of ‘information’ and its goal in human affairs iii. Evaluate the nexus between ‘truth’ values in ‘information’, ‘Misinformation’ and ‘dis-information’ iv. Situate the role of Philosophy in the era of post-truth. (shrink)

Global society issues are putting increasing pressure on both small and large organizations to communicate ethically at all levels. Achieving this requires social skills beyond the choice of language or vocabulary and relies above all on individual social responsibility. Arguments from social contract philosophy and speech act theory lead to consider a communication contract that identifies the necessary individual skills for ethical communication on the basis of a limited number of explicit clauses. These latter are pragmatically binding for (...) all partners involved and help to ensure that the ground rules of cooperative communication are observed within a group or an organization. Beyond promoting ethical communication, the communication contract clarifies how individual discursive behaviour can be constructively and ethically monitored by group leaders in business meetings. A case study which shows what may happen when ground clauses of ethical communication are violated is presented. The conclusions of the study highlights why attempting to respect the communication contract is in the best interest of all partners at all levels within any group or organization. (shrink)

How can expressivists make sense of the practice of communication? If communication is not a joint enterprise aimed at sharing information about the world, why do we engage in communication the way we do? Call this *the problem of communication*. Starting from basic assumptions about the rationality of speakers and the nature of assertion, we argue that speakers engaging in conversation about normative matters must presuppose that there is a unique normative standard on which the attitudes (...) of conversational participants ought to converge. The intellectual organization of the sciences cannot be appreciated sufficiently unless the cognitive dimension is considered as an independent source of variance. Cognitive structures interact and co-construct the organization of scholars and discourses into research programs, specialties, and disciplines. In the sociology of scientific knowledge and the sociology of translation, these heterogeneous sources of variance have been homogenized a priori in the concepts of practices and actor-networks. Practices and actor-networks, however, can be explained in terms of the self-organization of the (...) cognitive code in scientific communication. The code selects knowledge claims by organizing them operationally in the various discourses; the claims can thus be stabilized and potentially globalized. Both the selecting codes and the variation in the knowledge claims remain constructed, but the different sub-dynamics can be expected to operate asymmetrically and to update with other frequencies. Epistemic injustice occurs when someone is wronged in their capacity as a knower.[1] More and more attention is being paid to the epistemic injustices that exist in our scientific practices. In a recent paper, Fabien Medvecky argues that science communication is fundamentally epistemically unjust. In what follows we briefly explain his argument before raising several challenges to it.

A book on human communication that is worthy of its subject must introduce the reader to the dynamic interaction of a number of diverse fields. Colin Cherry's book, over successive editions, has served for twenty years as perhaps the most literate and readable introduction to this interaction available. Readers have consistently found that fields within their specialty are covered with authority; that fields far removed are covered with clarity; and that the connections among them are shown to be close (...) and natural. This third edition includes a new chapter, "Feeling, Knowledge, and Understanding," that extends the book's reach into philosophy, and in particular communicates some existential points-of-view. In it the author undertakes to demonstrate that "The language of physical science is inadequate for discussion of what is essentially human about human communication." Just as burnout is manifested through changes in behavioural and communication patterns, it is important to examine whether certain aspects of communication can affect student burnout development. Therefore, this study aims to investigate the relationship between communication and academic burnout. To achieve this, the study proposes an integrated model examining the effects of three communication dimensions – support from academic staff, support from colleagues, and participation in decision-making – on four different dimensions of academic burnout, as (...) well as students’ overall burnout. The model is tested using structural equation modelling (SEM) analysis. High coefficients of determination regarding particular burnout dimensions validate the strength of the proposed model. The results show that support from academic staff and support from fellow students significantly and negatively influence academic burnout, and might be instrumental in its reduction. Unexpectedly, participation in decision-making is shown to be positively related to academic burnout. (shrink)

Communities of respect are communities of people sharing common practices or a (partial) way of life; they include families, clubs, religious groups, and political parties. This book develops a detailed account of such communities in terms of the rational structure of their members' reactive attitudes, arguing that they are fundamental in three interrelated ways to understanding what it is to be a person. First, it is only by being a member of a community of respect that one can be a (...) responsible agent having dignity; such an agent therefore has certain rights as well as the authority to demand that fellow members recognize her dignity and follow the norms of the community, norms compliance with which they likewise have the authority to demand from her. Second, by prescribing or proscribing both actions and values, communities of respect can shape the identities of its members in ways that others have the authority to enforce, thereby revealing an important interpersonal dimension of the identities of persons. Finally, all of this is grounded in a distinctively interpersonal form of practical rationality in virtue of which we jointly have reasons to recognize the dignity and authority of fellow members and so to comply with their authoritative demands, as well as to respect (and so comply with) the norms of the community.
