This paper focuses on the normative analysis—in the sense of the classic decision-theoretic formulation—of decision problems that arise in connection with forensic expert reporting. We distinguish this analytical account from other common types of decision analyses, such as descriptive approaches. While decision theory is, since several decades, an extensively discussed topic in legal literature, its use in forensic science is more recent, and with an emphasis on goals such as the analysis of the logical (...) structure of forensic expert conclusions regarding, for example, propositions of common source of evidential and known materials. Typical examples are so-called identification decisions, especially categorical conclusions according to which fingermarks come from a particular a person of interest. We will present and compare ways of stating forensic identification decisions in decision-theoretic terms and explain their underlying rationale. In particular, we will emphasize the importance of viewing this analysis as normative in the sense of providing a reflective rather than a prescriptive reference point against which people in charge of forensic identification decisions may compare their otherwise intuitive and informal reasoning, before acting. Normative decision analysis in forensic science thus provides a vector through which current practice can be articulated, scrutinized and rethought. (shrink)

Risks and benefit evaluation for controlled human infection studies, where healthy volunteers are deliberately exposed to infectious agents to evaluate vaccine efficacy, should be explicit, systematic, thorough, and non‐arbitrary. Decision analysis promotes these qualities using four steps: (1) determining explicit criteria and measures for evaluation, (2) identifying alternatives to the study, (3) defining the models used to estimate the measures for each alternative, and (4) running the models to produce the estimates and compare the alternatives. Physicians have developed a number of implicit and explicit approaches to complex medical decisions. Decision analysis is an explicit, quantitative method of clinical decision making that involves the separation of the probabilities of events from their relative values, or utilities. Its use can help physicians make difficult choices in a manner that promotes true patient participation. Decision analysis also provides a framework for the incorporation of data from multiple sources and for the assessment of the (...) impact of uncertain data on the final decision. Some decision theorists criticize expected utility decision analysis and propose mean-risk decision analysis as a replacement. They claim that expected utility decision analysis neglects attitudes toward risk whereas mean-risk decision analysis accords these attitudes their proper status. However mean-risk decision analysis and expected utility decision analysis are not incompatible, and it is advantageous for decision theory to develop each in a way that complements the other. Here (...) I present a mean-risk rule that governs preferences among options and options given states. This mean-risk rule complements an expected utility rule that takes the utility of an option-state pair as the utility of the option given the state. I argue for the mean-risk rule using principles concerning basic intrinsic desires. The rule is comparative, but the last section offers some suggestions for its quantitative development. (shrink)

Game trees (or extensive-form games) were first defined by von Neumann and Morgenstern in 1944. In this paper we examine the use of game trees for representing Bayesian decision problems. We propose a method for solving game trees using local computation. This method is a special case of a method due to Wilson for computing equilibria in 2-person games. Game trees differ from decision trees in the representations of information constraints and uncertainty. A new approach to environmental policy analysis is introduced that is designed to mitigate the exacerbation of environmental problems, which can result from the application of traditional approaches in environmental decision making. These approaches are problematic because they tend to rely on technical fixes, a single-discipline focus, and optimality. When such traditional approaches are applied, complex environmental problems are simplified beyond recognition, and the solution produced no longer matches the original problem. An alternative approach has been developed at (...) the U.S. Environmental Protection Agency (EPA) that is designed to improve the utilization of scientific research results and data (social, physical, and biological) through a more inclusive problem-solving process aimed particularly at difficult and complex environmental issues. Using a policy application pertaining to the EPA’s 1995 decision to approve a fuel additive, the authors illustrate how integrated environmental policy decision analysis can be made operational using this new approach. Science-based methods for assessing the practical rationality of a proposed public policy typically represent assumed future outcomes of policies and values attributed to these outcomes in an idealized, that is, intentionally distorted way and abstracted from aspects that are deemed irrelevant. Different types of methods do so in different ways. As a consequence, they instantiate the properties that result from abstraction and idealization such as conceptual simplicity versus complexity, or comprehensiveness versus selectivity of the values under consideration to different degrees. (...) I hold that none of these methods is best in general. Instead, I opt for the valuation method that is useful for the policy issue in question both in terms of its relevance and in terms of its practicability. Relevance requires that the method can represent and account for what is at stake in the policy issue. Practicability refers to aspects such as easy versus difficult handling of the method. To argue for the claim, I evaluate three types of valuation methods: cost–benefit analysis that rests on unidimensional measurement and ranking, multi-criteria decision analysis that applies multi-dimensional measurement but unidimensional ranking, and non-aggregate indicator systems that operate with multi-dimensional measurement and sometimes also multi-dimensional ranking. Second-order justification indicating whether and how the valuation method chosen is capable of accounting for the substantive value considerations that constitute the real-world policy issue in question renders the conditions on which the results of a proposed policy evaluation rest transparent. The overall aim of this article is to discuss the organization of limit setting in healthcare in terms of legitimacy. We argue there is a strong ethical demand that such processes should be arranged to provide adversely affected people well-justified reasons to confer legitimacy to the processes despite favouring a different decision-making outcome. Two increasingly popular approaches, Accountability for Reasonableness (A4R) and Multi-Criteria Decision Analysis (MCDA), can both be applied to support legitimate decision-making processes. However, the (...) role played by ‘fair-minded people’ in the A4R framework can be shown to undermine an adequate conceptualization of legitimacy according to the ethical demand. We discuss and specify conditions enabling A4R to meet this ethical demand when being implemented in a real-world setting without having to renounce the aim of striving for ‘reasonableness’ and impartiality. The methodological approach MCDA describes how to arrange for transparent resource allocation. This approach does not encompass any normative guidance on how to shape limit settings in terms of ‘reasonableness’; it basically promotes ‘rational’ decisions. We discuss how this practical methodology can be integrated with the theoretical A4R framework to meet the ethical demand while at the same time promoting politically required impartiality of healthcare limit setting. Current hypotheses for the existence of the ‘research-practice gap’ focus on weaknesses in research dissemination on the one hand and practitioner attitudes and motivations on the other. It is suggested that the gap has more fundamental origins in the cognitive and value mismatch between researchers and practitioners. To narrow the gap both cultures need to use a common framework (map and language) that is located at a level of analysis between their typical modes and makes explicit provision for the (...) consideration of values. Facing an increasingly competitive market, enterprises need correct decisions to solve operational problems in a timely manner to maintain their competitive advantages. In this context, insufficient information may lead to an overfitting phenomenon in general mathematical modeling methods, making it difficult to ensure good analytical performance. Therefore, it is important for enterprises to be able to effectively analyze and make predictions using small data sets. Although various approaches have been developed to solve the problem of prediction, their application is often (...) limited by insufficient observations. To further enforce the effectiveness of data uncertainty processing, this study proposed an aggregating prediction model for management decision analysis using small data sets. Compared with six popular approaches, the results from the experiments show that the proposed method can effectively deal with the small data set prediction problem and is thus an appropriate decision analysis tool for managers. The paper re-expresses arguments against the normative validity of expected utility theory in Robin Pope (1983, 1991a, 1991b, 1985, 1995, 2000, 2001, 2005, 2006, 2007). These concern the neglect of the evolving stages of knowledge ahead (stages of what the future will bring). Such evolution is fundamental to an experience of risk, yet not consistently incorporated even in axiomatised temporal versions of expected utility. Its neglect entails a disregard of emotional and financial effects on well-being before a particular risk is (...) resolved. These arguments are complemented with an analysis of the essential uniqueness property in the context of temporal and atemporal expected utility theory and a proof of the absence of a limit property natural in an axiomatised approach to temporal expected utility theory. Problems of the time structure of risk are investigated in a simple temporal framework restricted to a subclass of temporal lotteries in the sense of David Kreps and Evan Porteus (1978). This subclass is narrow but wide enough to discuss basic issues. It will be shown that there are serious objections against the modification of expected utility theory axiomatised by Kreps and Porteus (1978, 1979). By contrast the umbrella theory proffered by Pope that she has now termed SKAT, the Stages of Knowledge Ahead Theory, offers an epistemically consistent framework within which to construct particular models to deal with particular decision situations. A model by Caplin and Leahy (2001) will also be discussed and contrasted with the modelling within SKAT (Pope, Leopold and Leitner 2007). (shrink)

We focus on a class of multicriteria methods that are commonly used in environmental decision making--those that employ the weighted linear average algorithm (and this includes the popular analytic hierarchy process (AHP)). While we do not doubt the potential benefits of using formal decision methods of this type, we draw attention to the consequences of not using them well. In particular, we highlight a property of these methods that should not be overlooked when they are applied in environmental (...) and wider decision-making contexts: the final decision or ranking of options is dependent on the choice of performance scoring scales for the criteria when the criteria weights are held constant. We compare this "sensitivity" to a well-known criticism of the AHP, and we go on to describe the more general lesson when it comes to using weighted linear average methods--a lesson concerning the relationship between criteria weights and performance scoring scales. The critical decision method is a semi-structured retrospective interview used mainly in researching professional decision making within the naturalistic decision making paradigm. There are currently, two main methods of performing analysis: ETA - Emergent Themes Analysis and the structured approach. The structured approach consists of five steps: 1. decision chart, 2. incident summary, 3. decision analysis tables, 4. identification of items of interest and 5. collation and comparison of common items of interest (...) across incidents. Naturalistic decision making can be time-consuming, involve high stakes, poorly-structured problems, uncertain dynamic environments and ill-defined or competing goals. Norton has argued for the salience of deliberative strategies for making environmental decisions which is supposed to be preferable to formal decision analysis. This paper argues that formal multicriteria decision analysis, when deployed with care, has the flexibility to absorb the advantages of deliberative decision making. Over the past decades, great strides have been made to professionalize and increase access to transgender medicine. As the evidence base grows and conceptualizations regarding gender dysphoria/gender incongruence evolve, so too do ideas regarding what constitutes good treatment and decision-making in transgender healthcare. Against this background, differing care models arose, including the ‘Standards of Care’ and the so-called ‘Informed Consent Model’. In these care models, ethical notions and principles such as ‘decision-making’ and ‘autonomy’ are often referred to, but (...) left unsubstantiated. This not only transpires into the consultation room where stakeholders are confronted with many different ethical challenges in decision-making, but also hampers a more explicit discussion of what good decision-making in transgender medicine should be comprised of. The aim of this paper is to make explicit the conceptual and normative assumptions regarding decision-making and client autonomy underpinning the ‘Standards of Care’ and ‘Informed Consent Model’ currently used in transgender care. Furthermore, we illustrate how this elucidation aids in better understanding stakeholders’ ethical challenges related to decision-making. Our ethical analysis lays bare how distinct normative ambiguities in both care models influence decision-making in practice and how foregrounding one normative model for decision-making is no moral panacea. We suggest that the first steps towards good decision-making in gender-affirming medical care are the acknowledgement of its inherent normative and moral dimensions and a shared, dialogical approach towards the decision-making process. This study analyses the types and frequencies of ethical dilemmas and the rationale of ethical decision making in student nurses; it also evaluates their decision making. One hundred senior student nurses who were enrolled in a two-credit course in nursing ethics were asked to provide an informal description of a dilemma that they had experienced during their clinical practice. The results were as follows. The ethical dilemmas identified fell into four categories and were of 27 types. Those most (...) frequently experienced were ‘family giving up on a patient because he or she could not be cured’, and ‘not telling the truth to the patient’. The Korean Nurses’ Code of Ethics was applied, in particular the preamble, and the third, fourth, seventh and tenth clauses. The most common rule of ethics and principle applied in these nurses’ ethical decision making were veracity and nonmaleficence. With regard to the moral reasoning process, the primary concern was the welfare of the patients. These students were equipped with the ability to exercise critical and reflective thought when they experienced ethical dilemmas. (shrink)

Pulling together what is known about the decision-makers, the decision-making processes, the social and political context, the risks and benefits, and the underlying obligations of institutions to these athletes, we conduct an ethical analysis of the decisions surrounding the 2020 fall football season. This introduction just aims to be a fast foreword to the special topic now turned into an e-book. The Editorial "Decision-Making Experiments under a Philosophical Analysis: Human Choice as a Challenge for Neuroscience" alongside with my opinion article "Neurophilosophical considerations on decision making: Pushing-up the frontiers without disregarding their foundations" play the real role of considering in more details the articles and the whole purpose of this e-book. What I must highlight in this foreword is that our (...) intention with such a project was to deepen into the very foundations of our current paradigms in decision neuroscience and to philosophically moot its foundations and repercussions. Normal Science (a term coined by Philosopher Thomas Kuhn) works under a research consensus among a scientific community: A shared paradigm, consolidated methods, widespread convictions. Pragmatically, winning formulas must be kept, although, not at any cost. What differentiates a gifted and revolutionary scientist from a more bureaucratic colleague is the capacity and willingness of constantly reevaluating, depurating and refining his/her own paradigm. That is best strategy to avoid that a paradigm itself would gradually come under challenge. In my view, some achievements, in this sense, were brought about in our project. The e-book will be inspiring and informative for both neuroscientists that are concerned with the very foundations of their works and for philosophers that are not blind to empirical evidence. Kant once said: “Thoughts without content are empty, intuitions without concepts are blind”. Paraphrasing Kant we could say: Philosophy without science is empty, science without philosophy is blind. Most behavioral decision research takes place in carefully controlled laboratory settings, and examination of relationships between performance and specific real-world decision outcomes is rare. One prior study shows that people who perform better on hypothetical decision tasks, assessed using the Adult Decision-Making Competence (A-DMC) measure, also tend to experience better real-world decision outcomes, as reported on the Decision Outcomes Inventory (DOI). The DOI score reflects avoidance of outcomes that could result from poor decisions, ranging (...) from serious (e.g., bankruptcy) to minor (e.g., blisters from sunburn). The present analyses go beyond the initial work, which focused on the overall DOI score, by analyzing the relationships between specific decision outcomes and A-DMC performance. Most outcomes are significantly more likely among people with lower A-DMC scores, even after taking into account two variables expected to produce worse real-world decision outcomes: younger age and lower socio-economic status. This article examines two major theories of democracy, analyzes their commonalities and differences, and derives criteria for evaluating various forms of public participation in policymaking. The author argues for a new category of participation, participatory analysis, that includes forms of participation that satisfy democratic criteria and emphasizes the importance of learning among participants. The relevance of the topic arises from the trends observed in 2021–2025 towards the formalisation of the reasoning in judicial acts, which significantly reduced the level of legal certainty and generated distrust in judicial institutions. The purpose of the study was to clarify the relationship between the quality of reasoning in judicial decisions and the risk of disciplinary liability of judges. The analysis focused on the legal systems of Moldova, Romania, Spain and the USA, which differ in models of (...) legal writing and the degree of institutional control. Using content analysis, a typology of reasoning defects and a classification of violations by court instance, it was established that a decline in the quality of reasoning significantly increases the likelihood of a disciplinary response. In Moldova, 82.7% of cases with a low level of reasoning resulted in disciplinary action against judges, whereas with a high level of reasoning this figure was only 4.5%. The largest share of violations was recorded in courts of first instance (60.8%), where formulaic or contradictory decisions predominated. In Romania and Spain, similar cases amounted to 36% and 28%, respectively, confirming the systemic nature of the problem. In the USA, where the reasoning test is applied as a standard for verifying the validity of decisions, the share of disciplinary responses related to poor-quality reasoning was 19%, the lowest among the countries analysed. The generalisation of disciplinary formulations made it possible to identify typical defects of legal writing, in particular, excessive formality, formulaicity, lack of logical connection between evidence and conclusions, and disregard for the parties’ positions. The findings confirmed that a high level of structural logic, clear legal interpretation and comprehensive assessment of evidence significantly reduce the risk of professional liability. The practical significance of the results lies in the potential to develop unified approaches to assessing the quality of judicial decisions. The proposed criteria may be applied by judicial self-governing bodies, disciplinary commissions and judicial training institutions as a tool for improving standards of legal writing. (shrink)

Background Ethical decision-making in nursing is crucial for care quality and patient safety. Nursing interns, being in a critical transition from students to professional nurses, have ethical decision-making abilities that are susceptible to environmental and individual factors. It is necessary to explore the latent profiles of ethical decision-making among interns and their influencing factors to provide targeted educational interventions. Aim To identify latent profiles of ethical decision-making in clinical nursing interns and analyze their influencing factors. Study (...) Design A cross-sectional study design was adopted. Participants and Setting In August 2025, 640 nursing interns were recruited from four medical universities in China using convenience sampling. Data were collected via the Questionnaire Star platform, including a general information questionnaire, the Ethical Decision-Making Competence Scale (EDM-CS), the Perceived Social Support Scale (PSSS), and the Interpersonal Reactivity Index-C (IRI-C). Latent profile analysis was conducted based on the four dimensions of the EDM-CS, and multivariate logistic regression was used to analyze influencing factors. Ethical Considerations We obtained ethical approval from the First Affiliated Hospital of China Medical University (Approval number: [2024]710). Results Three latent profiles of ethical decision-making were identified: Ethical Decision-making Basic Type (35.47%, n = 227), Ethical Decision-making Intermediate Type (52.81%, n = 338), and Ethical Decision-making Integration Type (11.72%, n = 75). Multivariate logistic regression showed that male interns were less likely to belong to the Ethical Decision-making Intermediate Type (OR = 0.46, p =.008) and the Ethical Decision-making Integration Type (OR = 0.26, p =.017). A positive hospital teaching environment significantly promoted membership in both the Ethical Decision-making Intermediate Type (OR = 1.84, p =.009) and the Ethical Decision-making Integration Type (OR = 9.12, p <.001). Clinical work pressure (OR = 2.22, p =.008) and an internship duration of 3–6 months (OR = 1.96, p =.017) increased the likelihood of belonging to the Ethical Decision-making Intermediate Type. Conclusion Ethical decision-making among nursing interns can be categorized into three distinct profiles. Optimizing the teaching environment and reducing work pressure are key to promoting moral integration. Tailored educational strategies based on profile characteristics, internship stage, and gender differences are recommended to enhance ethical decision-making competence. (shrink)

Definition of the problemFrom an ethical point of view we analyse the ruling of the German Federal Joint Committee (Gemeinsamer Bundesausschuss, G‑BA) of September 2019 to revise the guidelines about the coverage of noninvasive prenatal tests (NIPT) by mandatory health insurance, in order to include them under specified conditions. The decision contains four essential elements: a definition of the aim of NIPT testing (to avoid invasive testing), a criterion of access (test must be “necessary” for the pregnant woman to (...) tackle her individual situation), statements about the process of decision-making (after counselling by a physician and case by case) and a normative contextualization (termination of pregnancy under § 218 a German penal law) which is to be found in its explanations. There are tensions in the proposed model that oscillate about two axes: (1) The suffering that results from a possible birth of a child with trisomy or from not knowing about the genetic condition of the fetus can ultimately only be evaluated subjectively, from the perspective of the pregnant woman. (2) The meaning of an individual decision in the case-by-case model remains unclear because when judging about individual cases general points of view also need to be considered. However, we argue that the model of the G‑BA could be a sociopolitically and ultimately also ethically defensible pragmatic solution, exactly because of its paradoxes and its inherent flexibility. The objective of this article is to identify and analyze the changes made to IFRS 3, 9, 10 and 16 since the beginning of COVID-19, and how these affect the presentation of financial statements, influencing decision-making. With the use of the deductive method and applying a qualitative approach, collecting information through the database of the Superintendency of Companies of Ecuador, an evaluative analysis of each company was carried out and how they applied the modifications offered by the IFRS, (...) reviewing the financial statements of 60 companies in the Commercial, Real Estate and Financial sectors where it was obtained that 15% of these companies presented changes in their financial statements, of this percentage 8.3% belong to companies in the commercial sector, 5. 1% comes from entities in the real estate sector and 1.6% are from companies in the financial sector. The irreversibility in time, the multicausality on lines, and the uncertainty of feedbacks make economic systems and the predictions of economic chaotic time series possess the characteristics of high dimensionalities, multiconstraints, and complex nonlinearities. Based on genetic algorithm and fuzzy rules, the chaotic genetics combined with fuzzy decision-making can use simple, fast, and flexible means to complete the goals of automation and intelligence that are difficult to traditional predicting algorithms. On the basis of summarizing and analyzing previous research works, this paper expounded the research status and significance of the prediction of economic chaotic time series, elaborated the development background, current status, and future challenges of the combined algorithm of chaotic genetics with fuzzy decision, introduced the basic principles of chaotic genetic algorithm and fuzzy decision algorithm, constructed a prediction model for economic chaotic time series, performed parameter synchronization optimization and moderate function construction, analyzed the prediction processes of economic chaotic time series, conducted phase space reconstruction and correlation dimension calculation, and finally carried out a simulation experiment with its result analysis. The study results show that the algorithm of chaotic genetics combined with fuzzy decision-making can dynamically adjust chaotic mutation operators and summarize fussy expert experiences. The phase space of its reconstructed chaotic attractor has high-precision predictability and can find orderly processes from changeable economic results, which in turn can be used to analyze and predict the complex economic chaotic time series. The study results of this paper provide a reference for further research on predictive analysis of economic chaotic time series based on chaotic genetics combined with fuzzy decision algorithm. When testing logical formulae for validity by applying Venn's diagrams we are using a kind of picture writing i. e. a writing in which certain facts are represented by drawings rather than sentences. This diagrammatic decision procedure may however be translated into ordinary language. Translating for instance the respective procedure of testing the mood Darii we obtain the following reasoning.

This study used structural equation modeling to verify the performance of the ethical decision-making models developed by Jones and by Kelley and Elm. A comparison showed that the Kelley and Elm decision model yielded the optimal degree of fit. The investigations conducted in this study indicated that moral intensities are not an objective, existing concept but rather the product of subjective perception influenced by organizational factors. Traditionally clinicians have determined their patients' resuscitation status without consultation. This has been condemned as morally indefensible in cases where not for resuscitation (NFR) orders are based on quality of life considerations and when the patient's true wishes are not known. Such instances would encompass most resuscitation decisions in elderly patients. Having previously involved patients in CPR decision-making, we chose formally to explore the reasons behind the choices made. Although the patients were not upset, and readily decided at the (...) time of initial consultation, on later analysing the decision-making we found poor understanding of the procedure, poor recall of information given and in some cases evidence of harm. This may be attributed to impaired decision-making capacity of elderly hospitalised patients as previously shown, or to the discomfort precipitated by having to contemplate the apparent immediacy of cardiac arrest by these patients. We propose that subscribing to autonomy as a general principle needs to be balanced against particular cases where distress may be caused by, or result in, diminished competence and limited autonomy. Purpose With significant industry interest and funding toward the metaverse, it is also important to understand the opportunities, challenges and threats (OCT) of metaverse adoption. Considering the novelty of the technology and its limited existence in the real world, this study aims to identify the driving forces (opportunities) and restraining forces (challenges and threats) of metaverse adoption using force field theory and their linkages through expert study. Design/methodology/approach An empirical-qualitative research design is applied based on 30 cross-disciplinary experts’ views in (...) the digitalization area from various industries. Findings A total of 11 salient factors were obtained, and the linkage and key driving factors were analyzed using total interpretive structural modeling (TISM) and MICMAC. The variables that fall in level VII is “Cyber Threat” and, in level VI, the variables include “Digital Novice” and “Technostress.” Level V includes the variable “Interactivity,” and Level IV includes “Enjoyment.” Variables that fall under Level III include “Switching Cost” and “Social Acceptance,” and Level II comprises “Escapism” and “Cyber Sickness” and Level I comprises “Convenience” and “Swift Guanxi.” Research limitations/implications The study establishes contextual linkages between the identified metaverse variables using a TISM-MICMAC-based approach along with force field analysis theory. TISM results in a digraph representing the structural relationship among the factors, and the classification of these factors based on their dependence and driving powers are obtained using MICMAC analysis. The division of levels for variables in the proposed TISM model and their interconnections across multiple hierarchies provide valuable insights for researchers. Practical implications The study may help brands to take measures to adopt the metaverse in their organizations, gain full benefit and secure a strategic position in the market by gaining a competitive advantage. Further studies can extend the results by analyzing and contrasting the OCT variables of metaverse adoption. Originality/value This paper contributes to the body of knowledge to explore and link the OCT of metaverse adoption in businesses that require strategic attention and offers the groundwork for future investigations into adopting Metaverse. Prioritizing interventions can be strategically mapped out by understanding the hierarchy and relationship of these variables. The study also contributes to the force field analysis theory by applying it to the metaverse context, which is used within limits. (shrink)

Everywhere in the world, and in every period of human history, it has been common for energy decisions to be made in an ethically haphazard manner. With growing population pressure and increasing demand for energy, this approach is no longer viable. We believe that decision makers must include ethical considerations in energy decisions more routinely and systematically. To this end, we propose an applied ethics framework that accommodates principles from three classical ethical theories—virtue ethics, deontology, consequentialism, and two Native (...) American ethics (Lakota and Navajo)—all considered from the perspectives of the impacted communities. We illustrate this framework by evaluating five recent energy decisions: the Dakota Access Pipeline, the Navajo Nation’s possible transition from coal to solar, hydraulic fracturing in Pennsylvania, uranium mining in Virginia, and the construction of the Xiaolangdi Dam in China. An applied ethics framework is preferable to existing ethical analyses because it can serve to sharpen arguments for (un)ethical decisions and action. Rather than treat ethical reasoning as a matter of opinion, we argue that applying ethical principles in a universal and standardized way adds rigor to energy sector decisions by presenting a position available for objective scrutiny. Because our framework identifies which aspects of a targeted action (if any) must adjust to improve ethical merit, it can serve as a practical tool for improving decision-making as we enter a new era of energy transitions.
