Abstract

Social partnership is understood as a continuous and constantly developing process of the mutually beneficial collaboration between the state, business and non-commercial organizations; it is becoming significantly important in the social sphere, in the system of social defence and social services’ provision to the population. The modern system of the social service institutions in Ukraine has been studied. It foresees the functioning of both governmental and non-governmental commercial and non-commercial social services and organizations of the social service. This demonstrates the multi-identity in the management system of such institutions. The provision of social services in the developed social states with different models of social policy has been analysed. It testifies the development of the social partnership as the basis for the creation of structural co-operation between three sectors of society at the level of separate territories, communities. It has been proven that in the world practice there are two basic methods of the governmental support to the sphere of the socially important services production: financing (subsidizing) and indirect support. It has been found that in conditions of the power decentralization and the creation of the united territorial communities in Ukraine, the social partnership in the sphere of the social services’ provision becomes especially important. This supposes the formation of the new strategy of social policy (toward its gradual liberalization) and reduction of the role of the state in social insurance.
