Pension service institutions are quickly going digital as they cope with increased service requirements, the demands of regulatory compliance, and challenges posed by cybersecurity. Legacy pension management systems usually have limited scope, are inefficient, and do not provide security on-premise infrastructure (Gartner, 2023). These aspects result in inefficiencies that create delays in processing pensions, an increase in the risk of fraud, and escalated operational costs (Ponemon Institute, 2023). The most critical aspect regarding pension transactions involves the secure, efficient, and (...) scalable service delivery because it entails sensitive financial information; therefore, it becomes very important to governments, financial institutions, and private organizations (Forrester Research, 2022). This research proposes the Azure-based framework aiming to enhance the management of pension service requests focusing on scalability, security, AI-powered automation, and regulatory compliance. The proposed system uses Azure Virtual Machines, Azure Kubernetes Service, and Load Balancers to perform the optimized resource provisioning for high availability. A zero-trust security model has been categorized to protect pension data from cyber threats, reinforced with Azure Active Directory, Key Vault, Multi-Factor Authentication, and the Reserve (ISO 2021). The research also embeds Azure Bot Services and Azure Cognitive Services as an AI-driven anti-fraud detection tool integrated into the system to automate customer service and workflow management within the fraud prevention ecosystem (Accenture, 2023). Automatic rule enforcement and real-time security monitoring could ensure compliance with GDPR, HIPAA, and ISO 27001 (Microsoft, 2023). In the research approach to systematic architectural design, Infrastructure as a Service and Platform as a Service is combined using encryption techniques with the Azure Key Vault and private cloud connectivity with Azure ExpressRoute. AI-based pension request processing along with prescriptive analytics and real-time fraud detection with Azure Machine Learning and Synapse Analytics complete the solution proposed. A performance evaluation framework was developed to assess enhancements in processing time for pension requests and reduction of fraudulent claims as well as scaling of the system during peak loads and compliance adherence under security audits. The empirical evidence gained from real-life business cases shows that pension automation based on Azure reduces the time for pension processing by as much as 80%, drastically improving service efficiency (PwC, 2022). Whereas the AI-based mechanism for the detection of fraud reduces fraudulent claims for pensions by 70% (IBM Cloud Research, 2022), Azure guarantees 99.99% uptime with its highly available configurations. Enhanced compliance monitoring, with a reduction in policy violation incidents by 60% (ISO, 2023), is another feature of the system. Future research will look toward blockchain for transaction management of pension funds, further down in edge computing for quicker processing, and AI for investment advisory systems in pension management, all aimed at optimizing pension services management. This research propagates the cause of digital transformation in pension management through a demonstration of a secure, scalable, and AI-enabled model with further extensibility toward healthcare benefits, insurance claims, and the automation of financial services. The income gap between women and men expands with age, culminating in a gender pension gap in old age that is much larger than pay gaps earlier in life. In this article, I question two attempts to justify gender pension gaps. One insists that lower financial contribution justifies women's lower overall pensions. The second states that women must receive less monthly because they live longer. I argue that neither of these reasons is fair in a gender-unjust world. Rather than (...) justifying pension gaps, female longevity is an opportunity to promote gender justice: by subsidizing longer lives, old-age redistribution attenuates lifetime gender inequality. In the case of retirement pensions, the use of age to promote gender equality may be preferable to explicit gender differentiation. There is, then, a feminist case for old-age redistribution. Life after retirement is to some people the most dreaded period of their life because of the uncertainty that surrounds it. Even with proper planning by way of contributory pension scheme during one’s active period in service, the uncertainty of both the political and economic policies in the country makes the future of pensioners and the aged very bleak and unpredictable. The delay in payment and the administrative bottle neck creates an atmosphere of fear and insecurity physically, psychologically, economically, socially (...) and emotionally among most employees in Nigeria. Their fear is justified by the incessant corruption scam that has bedeviled the pension scheme in Nigeria over the years. The paper investigated Some Socio-Ethical Implications of Corruption on Retirees, using the management of the Pension Scheme in Nigeria as a case study. The study discovered the multiple negative effect of corruption on retirees to include frustration, depression and poverty that has led to untimely death of many pensioners who gave their all to the nation and were neglected and abandoned after retirement. Many died because their gratuities were not paid; even their monthly pensions that they depended so much on were scarcely paid on time. Some of their adult children who would have taken care of them are unemployed, some are married and taking care of their own families and their responsibility does not allow them take care of their parents as it was in the African traditional setting. The study recommended that the appointment of pension manager should be apolitical and that persons of credible, impeccable and uncompromising track record of honesty and sincerity be appointed as pension manager to reduce the plight of the aged in Nigeria. Despite being increasingly available to us all, retirement pensions remain unequally distributed: between rich and poor, young and old, men and women, and possibly different generations. As this topic receives little attention in moral and political philosophy, the articles in this thesis aim to deliver an original account of justice in retirement pensions along liberal egalitarian lines. The first part defends retirement pensions as a distribution of free time. It shows that including free time in the list (...) of goods that liberal egalitarians prioritise is plausible and avoids problems that would otherwise arise with other candidates, most notably leisure. Retirement as free time is an essential feature of liberal egalitarian societies by (re)distributing the means to pursue any life project, and especially valuable for the poor who work and contribute the longest. The second part makes a case for 'libertirement', a proposal to increase the freedom to enjoy free time across life, as a matter of justice between those who live long and those who die early. Specifically, I propose adding reverse pensions and sabbaticals on top of old-age retirement. Besides showing the importance of longevity for age-group justice, I also draw implications for distributing unconditional basic income and income taxes across life, which I suggest may offer alternative paths to libertirement. Finally, the third part discusses the cases of pension inequality between genders and generations, pushing us to refine our account further. I conclude that there is often a mismatch between liberal egalitarian justice and the design of retirement schemes. The solution is often but not always to reform these systems. The study aims to identify the reality of management of electronic documents and electronic archiving retirement in the Palestinian Pension Agency -analytical study, as well as to recognize the reality of the current document management system in the Palestinian Pension Agency. The study found the following results: that the reality of the current system for the management of documents in the agency is weak and suffers from many jams. Furthermore, the electronic documents system cost will be less than the cost of the current system and it will reduce the tasks assigned for the staff. The existence of a clear adoption of the agency for the policies and procedures established for the application of electronic documents management system. There are weak plans for training and developing of staff in the agency to raise their efficiency. The study found a set of recommendations, including: increased interest and awareness of the need to implement policies, mechanisms, and procedures to ensure the success of electronic document management system through benefiting from the experiences of other organizations and the private sector. The agency need to increase and develop its services for retirees in order to encourage the private sector, universities, and institutions to join the agency, and open the way for all segments of society in Gaza and West Bank and enhance its competitiveness between international social security institutions. The need to focus its attention on developing and publishing appropriate clear plans and specific goals about management of electronic documents and the agency should be committed to apply them. The need to focus on the establishment of a public management of archiving in the structure dealing with all technical operations and having competent and qualified employees in the field of electronic document management. The Austrian system for pensions and care is dated back to the monarchy and was established in the year 1848 when the future empire ensured the whole country. In the settlement with Hungary, the Hungarians got their own system, and now there is a guarantee for the wellbeing of older persons in Austria. As most of the people remember, the only introduction was after the First World War in Austria, between 1918 and 1920 the social assurance system was created (...) by persons such as Ferdinand Hanusch or members of the social-democratic party. Now the whole system has three pillars: the assurance of health; the assurance of accidents; and the assurance for older persons and care, which is covering the risks after the age of 60. It was a class-struggle when people go into a pension, but as far as we can see, the development was similar in the whole of Europe. The changes were done after the Second World War when some of the countries became communist regimes, while Austria became a flower of diversity in the systems of social assurances. There were no private assurances, those who existed were plus-payers, so the state allowed the assurance according to professions and qualifications. As we see, the results are different from the communist states of the Warsaw Pact, and this chapter focuses on explaining the social system of today and the changes of it as it is perceived. This paper argues that the systematic replacement of defined benefit pension plans with individually managed, market-linked retirement accounts — effected through the Employee Retirement Income Security Act of 1974 and formalized by Section 401(k) of the Revenue Act of 1978 — constitutes the most effective and least examined silencing mechanism in American political history. The argument is not that workers were coerced. It is that they were enrolled. Through enrollment in accounts whose value depends on market stability, the working and (...) middle classes were made structurally dependent upon the same capital apparatus from which they are otherwise excluded and against which they have the greatest cause to act. Complicity was not required. Participation was sufficient. Drawing on verified empirical data from the Bureau of Labor Statistics, the Federal Reserve, the Investment Company Institute, and the congressional record, the paper establishes that the inversion from 80% defined benefit coverage in 1974 to 80% defined contribution exposure today occurred within a single working lifetime and without meaningful political resistance — a silence that is itself the primary evidence of the thesis. The paper applies the Observer framework's multi-dimensional analytical method — examining the event across its stated purpose, actual operation, linguistic architecture, historical pattern, institutional beneficiaries, distributional harm, scale, temporal position, and what all dominant and counter-narratives simultaneously suppress — to demonstrate that this silence is not passive but load-bearing: it holds the structure in place because systemic accountability would destroy the instrument on which 62% of Americans now depend for survival in their most vulnerable state. The paper closes with the Prior Field — what was already known before the legislation, about bodies, need, and the precise mechanism by which survival necessity becomes political compliance — and the Witness, which arrives in the voice of the mechanism's own architect. The aim of the research is to identify the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the analytical descriptive method in which the tries to describe the phenomenon studied, analyze its data, the relationship between its components and the opinions that are raised around it, and use the comprehensive inventory method (...) due to the small size of the society. (108) questionnaires were distributed to the community of 65 employees in Gaza Strip and 43 employees in the West Bank. All the responses were retrieved. The research found that there is a clear adoption by the Commission of the policies and procedures put in place to implement the electronic management system of electronic documents. The study showed that there are no statistically significant differences between the responses of the study population regarding the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency due to variable (age, nature of job, specialization). And showed that there is a fundamental difference in the opinion of members of the study community on the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency attributed to the scientific qualification, and shows the difference in favor of the bachelor's degree. And years of service, and shows the difference in favor of the 11-15 year category. The research led to a number of recommendations, the most important of which is the increase of interest and awareness of the need to implement policies and procedures to ensure the success of the electronic document management system through access to and benefit from the experiences of other institutions and the private sector. One of the most debated topics concerning the reform of the Romanian judiciary has been the perceived need to remove some of the benefits associated with the special retirement regime available to judges, prosecutors, and administrative personnel assimilated to magistrates. Such benefits have become a symbol of entrenched privileges of the elite, while defended by the magistrates as a necessary guarantee of their institutional independence. This article examines the political conflict surrounding the 2025 Romanian judicial pension reform, focusing on the (...) apparent inability of the judiciary to mobilize in protest and to act as a veto player, despite its immense bargaining power. Drawing on documentary analysis of legislative proceedings, judicial council decisions and public statements, the article argues that the magistrates’ willingness to compromise reflects the attachment of the judicial elite to a dysfunctional and unsustainable bargain with the political decision-makers: excessive workloads and organizational inertia traded for relatively high levels of remuneration and special pension entitlements. The study present how in the late 1930s-1940s a new, modern pension system was introduced in America without any theoretical basis, as a kind of arbitrary mix of existing pension systems, to replace the by then non-functioning “traditional pension system” in which working children maintained their ageing parents in exchange for having been raised. Later, in 1958, they found an ideology for the system, “solidarity between generations,” but this didn’t fit in with the system’s economic foundations, with the fact that (...) the modern, pay-as-you-go pension system distributes the profits of raising children amongst the older generation regardless of how much people have contributed to it. This made raising children unprofitable, which provided a strong incentive to avoid it, thus launching the ageing process. Moreover, the modern pension system, also as a result of ageing, is making increasingly large and uncovered promises to the retired generation. The system may be repaired by matching the asset side to the liabilities side, for example, by only promising a pension to those who have contributed to the system, and only to the extent of that contribution. Contribution payments are an obligation, the repayment of the cost of people’s upbringing, with relation to which no pension is automatically due. By doing so, the 3rd pillar of the modern pension system will also have been capitalized using a special kind of capital: human capital. (shrink)

This paper evaluates the economic effects of a politically communitarian model of family ties towards the pension crisis in developing countries. The use of a Canadian - an individualist-oriented political economic pension system - is compared to a religiously and culturally communitarian form of family care in Bangladesh, a country slowly feeling the effects of the pension crisis. The analysis concludes, based on theoretical and economic evidence, that it is not in the social or economic interest of Bangladesh or similar (...) countries to use the same policies currently being deployed by Canada and most other OECD countries. This paper is the first of its kind to apply socioeconomic costs and benefits of developed countries’ policies and apply them to the context of a developing country—keeping in mind the cultural aspect and its implications. Of all the risks we face in life, ranging from unemployment to old age, early death is among the most tragic and yet most neglected by modern states. Liberal egalitarians might find it easy to dismiss social insurance against early death, but I argue they should not. Early in this paper, I explain why social insurance should include the risk of premature death by replying to four common criticisms. What follows is a case for a novel form of insurance that (...) is more liberal and egalitarian across ages than the status quo. More specifically, I show that granting storable pensions in all life stages - youth, middle and old age - promotes liberty and reduces lifetime inequality. Writers on age group and longevity justice often overlook the extent to which liberal lifetime equality can supply insightful arguments against inequality across ages. These call for a policy that gives each age group the freedom to draw a storable pension. I call that policy "freetirement". (shrink)

Rawlsian justice as fairness is neither fundamentally luck egalitarian nor relational egalitarian. Rather, the most fundamental idea is that of society as a fair system of cooperation. Collective pensions provide a case study which illustrates the fruitfulness of conceiving justice in these latter terms. Those who have recently reached the age of majority do not now know how long they will live in retirement or how well any investments they try to save up for their retirement would fare. From (...) the perspective of the beginning of their working lives, it is therefore rational for each to enter into an agreement with others, who also do not yet know their fates, that, if one turns out to be among the unfortunate whose private pension pots would not have yielded enough for one’s retirement, one will receive much more in retirement, whereas those whose pension pots would have overflowed their retirements will receive somewhat less. These terms are to each person’s expected advantage, which is made possible by a fair sharing of the fruits of social cooperation which arise through the efficiencies reaped by the pooling of the risk of outliving what one could save for one’s retirement on one’s own. It is rational for each to agree to share one another’s fates by pooling risks across both space and time, on fair terms of social cooperation for mutual advantage. Even when collective pensions arise from, and are proportional to, a baseline of unequal income, they can be defended on grounds of reciprocity involving regard for one another as equals. (shrink)

Concerns about population ageing apply to both developed and many developing countries and it has turned into a global issue. In the forthcoming decades the population ageing is likely to become one of the most important processes determining the future society characteristics and the direction of technological development. The present paper analyzes some aspects of the population ageing and its important consequences for particular societies and the whole world. Basing on this analysis, we can draw a conclusion that the future (...) technological breakthrough is likely to take place in the 2030s (which we define as the final phase of the Cybernetic Revolution). In the 2020s – 2030s we will expect the upswing of the forthcoming sixth Kondratieff wave, which will introduce the sixth technological paradigm (system). All those revolutionary technological changes will be connected, first of all, with breakthroughs in medicine and related technologies. We also present our ideas about the financial instruments that can help to solve the problem of pension provision for an in-creasing elderly population in the developed countries. We think that a more purposeful use of pension funds' assets together with an allocation (with necessary guarantees) of the latter into education and upgrading skills of young people in developing countries, perhaps, can partially solve the indicated problem in the developed states. The research aims to identify the status of the application of electronic document management system in governmental institutions – the study was applied on the Palestinian Pension Agency. The population of this study is composed of all employees in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the descriptive and analytical approach, through which try to describe the phenomenon of the subject of the study, analyze the data and the relationship between the (...) components and the views put around it. Census method was used due to the small size of the study population and ease of access to the target group. (108) questionnaires were distributed to all members of the study population, were (65) employees in the Gaza Strip and (43) employees in the West Bank. All questionnaires were recovered. Five bodies of work currently constitute the operative center of what gets called "longevity governance," measured by the only metric that has ever reliably measured a field's center of gravity: where the money and the multilateral endorsement actually are. Olshansky, Perry, Miller, and Butler's "In Pursuit of the Longevity Dividend" (2006) supplied the funding-priority manifesto that reframed aging-research advocacy around slowing aging itself. The World Health Organization's Decade of Healthy Ageing 2021–2030 is the only global-governance-level framework currently endorsed by UN (...) General Assembly resolution. Andrew Scott and Lynda Gratton's The 100-Year Life (2016) and its 2024 solo successor The Longevity Imperative constitute the most policy-influential popular framework, feeding directly into OECD pension reform. The National Academy of Medicine's Global Roadmap for Healthy Longevity (2022), a consensus study underwritten by AARP, the U.S. Administration for Community Living, and a roster of private foundations, is the most institutionally decorated framework, its five overarching principles built around a 2050 horizon on which "years of good health approach the biological life span" for "people of all ages in all corners of the globe." And the Hevolution Foundation — a Riyadh-headquartered fund operating on an annual budget of up to one billion dollars, currently the single largest philanthropic funder of geroscience on the planet — has, in under three years, put more than four hundred million dollars of that budget into circulation. This paper argues these five bodies of work, and the broader literature and funding apparatus clustered around them, share with the Longevity Asymmetry Corpus exactly one thing: the word longevity. On every dimension that determines what a framework is actually for — the central question asked, the unit of analysis modeled, the statistic the framework is built around, and the background condition assumed to hold — they diverge completely, not as competing answers to the same question but as instruments built for a different world, one now presently ending, at a combined public and philanthropic price tag exceeding a billion dollars a year and rising. -/- The paper establishes this divergence on four points, each specific enough to be checked against the cited frameworks' own stated content rather than asserted in general terms. First, the central question: existing frameworks ask how a known, population-wide, gradually rising average life expectancy should be administered — funded, distributed, planned around — while this corpus asks what happens to the entire inherited architecture of political legitimacy, succession, and moral obligation once the specific historical condition those frameworks silently assume, the Mortality Symmetry Axiom, empirically fails. Second, the unit of analysis: existing frameworks model the older person as a demographic aggregate — a dependency-ratio denominator in WHO's framework, a market segment in World Economic Forum "longevity economy" reporting, a household financial-planning problem in Scott and Gratton, a global cohort reaching "full potential" by 2050 in the National Academy of Medicine's roadmap, a set of "seven pillars of aging" shared by all mammals in Hevolution's own foundational science (Kennedy et al., 2014) — while this corpus, through A5, models a specific attachment-bearing individual whose political mobilization is generated bottom-up from a grief event no aggregate statistic registers as a discrete occurrence. Third, and most technically precise: the central statistic. Life expectancy at birth and its derivatives — the number every cited framework above is organized around, in some cases explicitly defined as the framework's own target — is a population-weighted average, and a population-weighted average is structurally incapable of registering a forming asymmetry gap between subpopulations until that gap has already become very large, for the identical statistical reason a rising Gini coefficient can coexist with a rising mean income. A framework built to optimize the average is not merely slow to detect a purchasable, attribution-specific gap opening beneath that average. It is, by the construction of its own central tool, positioned not to see it, and no philanthropic budget, however large, corrects a blindness located in the instrument rather than in the funding available to point it. Fourth, the background condition: every cited framework assumes what this corpus's Biological Zero-Day Mechanism (Huynh 2026d) documents as no longer holding — that improvements in healthy lifespan diffuse gradually across a population rather than arriving as discrete, dated, institutionally authored, selectively purchasable events. -/- The paper's conclusion states plainly what its argument earns rather than asserts at the outset: these frameworks are not badly reasoned, and the paper does not claim they are. Olshansky et al.'s funding case, WHO's action-area architecture, Scott and Gratton's career-stage redesign, the National Academy of Medicine's roadmap, and Hevolution's geroscience portfolio are precisely reasoned for the world their central statistics describe. What the paper claims, using the words the diagnosis requires, is that this world is the one the Mortality Symmetry Axiom's empirical failure is retiring, and that a precisely reasoned response to a retiring world is, exactly and without softening, obsolete — not wrong at the moment of its writing, but no longer describing the terrain it was built to govern. The paper further argues that the discipline producing this literature — demography, health economics, gerontology, geroscience, pension policy — is out of touch in a sense stronger than merely being slow to update: its central methodological apparatus, built around period life tables and population averages, is constitutionally the wrong instrument for detecting the specific phenomenon now in question, in the same way a thermometer, however well-calibrated, and however generously funded, cannot detect a change in humidity. Retirement is often viewed as a reward for a working life. While many have reason to want a work-free retirement, not everyone does. Should working retirees have to give up their retirement pension and, consequently, their status as retirees? The answer, I argue, boils down to whether we conceive of retirement as free time (need-free) or as leisure (work-free). In this article, I put forward a liberal case in favour of free time, despite whether our liberalism leans towards perfectionism or (...) neutralism, with social primary goods being a case in point. Applying this case for free time to retirement yields two significant policy implications. First, it demands “free synchronic combination” – that retirees may use their retirement pensions however they see fit, including to work. Second, it also yields “free diachronic combination” – that, within limits, individuals have discretionary control over how to combine retirement and work across time – thus challenging the idea that retirement should be available only in old age and not earlier in life. So far, the literature on free time focused only on narrow temporal units, such as hours and days, but there is much to gain by extending the concept into retirement. (shrink)

Thinkers of the 16th and 17th centuries, such as Domingo de Soto and Juan Caramuel, developed an ethical conception of value rooted in the common good, positing that any interaction between two parties is only just if there is an equality of risks. Given that this perspective lacked subsequent development, the present work formalizes Hispanic Social Justice (HSJ) to apply it to a contemporary context. Various dynamics of the Anglo-Saxon free market—including marketing, banking interests, social media, gender roles, pension systems, (...) American historical narratives, child-rearing, labor exploitation, and warfare—are analyzed to demonstrate that in each case, the gain of one party is maximized through the covert capitalization of the risks and vulnerabilities of the other. From this analysis, three primary conclusions are derived: 1.- The risk asymmetry inherent in these dynamics renders the modern economic structure a fundamentally unjust system from the perspective of HSJ. 2.- The deliberate concealment of such risks allows for the reinterpretation of the dominant economic ethics as a Theory of Value Based on Implied Risk. 3.- In the absence of internal mechanisms that promote an equitable balance of risks, a reformulation of value is proposed in which maximum profit is aligned with risk equity. This paper proposes a balance-sheet theory of growth slowdown based on the distinction between productive capital and claim capital. Productive capital is defined as capital that expands an economy's capacity to generate future output. Claim capital is defined as a legal, financial, institutional, or accounting claim on future output that does not itself expand productive capacity. -/- The central argument is that economic growth depends not merely on the quantity of capital, but on the relation between productive capital, claim capital, (...) and the economy's productive absorption capacity. Productive absorption capacity is the ability of an economy to transform incoming or accumulated capital into additional productive capacity rather than into claims on future output. -/- The paper argues that many economic phenomena usually studied separately---public debt, private debt, mortgage credit, real estate inflation, pension entitlements, central bank liabilities, foreign capital inflows, resource rents, and financialization---share a common balance-sheet structure. They increase claims on future output. They are economically beneficial only if they are accompanied by a sufficient expansion of productive absorption capacity. -/- A key implication is that claim instruments do not cease to be claim capital merely because the resources raised through them are used productively. Public debt, private debt, and central bank liabilities are claim capital by construction. Their net economic effect depends on whether they are accompanied by productive assets or institutional changes that expand productive absorption capacity. -/- The framework is applied to saturated economies, foreign direct investment, inflation, education, mortgage subsidies, resource-rich economies, colonial Spain, euro-area imbalances, and central bank balance sheets. The theory does not claim that all its components are new. Rather, it unifies ideas from classical rent theory, fictitious capital, financialization, secular stagnation, foreign investment spillovers, and resource-curse literature into a single balance-sheet framework organized around one question: whether a given economic structure expands productive absorption capacity, or merely creates claims on future output. -/- This paper is a conceptual contribution to the philosophy of economics and political economy. This narrative study explores the late-career issues among 15 senior teacher educators from Israeli Academic Colleges of Education (ACEs), in light of the growing conversation about pre-pension maintenance of senior faculty members employed in teacher education institutions. The data analysis of semi-structured interviews highlighted dedication to daily tasks (research activity, administration, teacher education and leading Professional Learning Communities), and a sense of mission during career experiences (leaving legacy to student teachers and colleagues). It was reflected in two parallel work patterns: (...) the ‘work pattern of sharing’, and the ‘work pattern of expertise’. The discussion raises similarities between the literature and the first work pattern, in line with the unique culture of teacher education systems in the world. However, the existence of the ‘work pattern of expertise’ in the literature remains vague and requires more in-depth thinking and research. (shrink)

This article reviews the recent crisis in Detroit focusing on the placement of an Emergency Manager in charge of financial decisions, and a bankruptcy process. This political disenfranchisement harmed the pensions of city employees and offered valuable real estate to investors at low prices. While the crisis was long in the making, with deindustrialization and residential segregation beginning in the 1950s, the crisis was exacerbated in 2008 with the mortgage crisis and with water shut-offs to residences. The greatest harms (...) were felt by African American families in the city. The article takes toll of the harms suffered and chronicles movements of resistance against Emergency Management and community organizing efforts. (shrink)

The four preceding documents in this series established four operational layers of the Protected Class Architecture: the personal management layer (The Continuous Infrastructure); the monetary ground layer (The Monetary Ground); the force execution layer (The Seven Countries); and the enrollment layer (The Enrolled Hostage — the restructuring of defined benefit pensions into individually managed retirement accounts as structural capture of the American working class). This paper identifies and analyzes a fifth layer that runs beneath, through, and in service of (...) all four: strategic information pollution — the systematic injection of false, unfalsifiable, and conspiratorial content into genuine structural exposures in order to make true facts unsayable in serious discourse. The mechanism operates not through censorship but through contamination. When a genuine structural exposure begins, the fifth layer activates a predictable sequence: documented facts are surrounded by a corona of unfalsifiable claims, satanic imagery, celebrity non sequiturs, and numerological pattern-matching that are either fabricated or amplified from fringe sources. The corona need not be consciously produced to perform its function — it need only be amplified by the attention architecture into which it is seeded. The signal is buried not by silence but by noise engineered to discredit the signal by proximity. This paper documents the mechanism through the 2026 Epstein file release — the most thoroughly documented case of simultaneous structural exposure and strategic noise injection in recent American political history — and establishes the fifth layer as the architecture's primary protection mechanism: self-sustaining once activated, requiring no censorship, no coercion, and no coordination. This paper discusses a dialectic whereby the law not only influenced medical thinking in late nineteenth-century Germany, but also underwent medicalization of its own initiative. At the end of the 1880s, social legislation was crucial in initiating the German discourse on traumatic nervous disorders. By employing doctors as medical experts in court, the law also created a new experiential realm for doctors, altering their behavior toward patients and shifting their focus from therapy to investigation. However, in the wake of their (...) experiences in court, doctors developed a dual etiology of traumatic symptoms, which included the law itself as a pathogenic element with the power to aggravate symptoms. Two medical views of law can be distinguished: some doctors claimed that it was the desire to receive the pensions offered under social legislation that induced workers to perpetuate and exaggerate their symptoms; others argued that since pension claims embroiled claimants in intimidating legal proceedings, the pathogenic effect of social legislation stemmed from fear rather than greed. Work of elderly is a controversial problem. The introduction of protection of old age in form of pensions and retirement caused shaping in modern societies qualitatively new social category of persons in post-working age. Growth of human life-span with simultaneous lack of the principle changes of pensionable age inflicts grow in quantity of persons’ using welfare benefits. Growing costs of seniors livelihood lead to transformations in socio-economical structures as well as forcing them to engage in activities that will help (...) increase their social participation, including the lengthening of their professional activity. It seems that the nowadays processes of dematerialization of work combined with the shaping of knowledge-based economy and the movement of third-age universities largely enable the achievement of these objectives. Article aims to approximate the results of qualitative analysis of elderly economic activity in Bialystok conducted in the context of social capital research. Study describes main factors that restrict work opportunities for older people, as well as their hidden resources and potential workplaces. ** Wykonywanie pracy zarobkowej przez osoby starsze jest zagadnieniem kontrowersyjnym. Wzrost długości życia ludzkiego przy jednoczesnym braku zasadniczych zmian progów wieku emerytalnego sprawia, że ilość osób korzystaj¸a}cych ze świadczeń rośnie. Zwiȩkszaj¸a}ce siȩ koszty utrzymania seniorów prowadz¸a} do szeregu przemian w strukturach społeczno-ekonomicznych oraz wymuszaj¸a} podejmowanie działań, które pozwol¸a} na wzrost ich uczestnictwa społecznego, w tym na wydłużanie ich aktywności zawodowej. Wydaje siȩ, że zachodz¸a}ce współcześnie procesy dematerializacji pracy ł¸a}czone z kształtowaniem siȩ gospodarki opartej na wiedzy oraz ruch uniwersytetów trzeciego wieku w znacznej mierze umożliwiaj¸a realizacjȩ tych celów. I came late to philosophy and even later to normative ethics. When I started my undergraduate studies at the University of Toronto in 1970, I was interested in mathematics and languages. I soon discovered, however, that my mathematical talents were rather meager compared to the truly talented. I therefore decided to study actuarial science (the applied mathematics of risk assessment for insurance and pension plans) rather than abstract math. After two years, however, I dropped out of university, went to work (...) for a life insurance company, and started studying on my own for the ten professional actuarial exams. When not studying, I would often go to the public library and I was drawn to the philosophy section—although I had no idea of what philosophy was about. I there saw Logical Positivism, edited by A.J. Ayer. I was interested in logical thinking and I also favored an optimistic attitude towards life (!) and so I thought that the book might be interesting. I checked it out and was absolutely enthralled with the writings of Bertrand Russell, Rudolf Carnap, Carl Hempel and others (if I’m remembering correctly). Of course, I didn’t really understand much of what they were doing, but I did see that they were addressing important problems in a systematic and rigorous manner. I liked it! (shrink)

We provide to readers the 11th volume of the "Czech-Polish-Slovak Studies in Andragogy and Social Gerontology" series. We are delighted to announce that the presented study is the result of the work of scientists from seven countries: Austria, China, Ghana, Hungary, Japan, Poland, and Russia. This international collection of texts is part of the global discourse on the determinants of adult education and the functioning of people in late adulthood. The 11th volume is a collection of research results that show (...) both the positive and negative dimensions of ageing through the prism of research experience from various geographical and cultural areas. The researchers invited to the presented volume tried to illustrate the issues assigned to the following topics: ageing with dignity; retirement age; assumptions and conditions resulting from living in the home; the relationship between challenges concerning life expectancy and needs; care and ageing services; and foundations and potential changes in pension systems. The research results presented in this volume have a common denominator, which is caring for the quality of life of the older people regardless of their place of residence. Thus, the study "Between Successful and Unsuccessful Ageing: Selected Aspects and Contexts" brings new insights from scientists who scrupulously characterize the complexity of processes that affect the positive and negative conditions of functioning in old age, which is a mosaic of various nuances. Inviting readers to familiarize themselves with the content of the monograph, we would like to thank the reviewers who contributed to the improvement of the quality of the texts and open new fields for participation in further joint publishing projects. This paper proposes a ternary logical framework that extends be- yond the classical dichotomy of proof and refutation. In addition to affirming or denying a proposition, we introduce a third option: sus- pension (or abandonment) of judgment. This model reflects not only the undecidability encountered in mathematics and computer science, but also the existential posture found in philosophy. By situating this ternary structure within the history of logic and existential thought, we argue that suspension functions as a rationally grounded choice, (...) rather than mere indecision. This contributes to a post-postmodern philosophical orientation, wherein weakness and uncertainty are not deficits but constitutive elements of human cognition. (shrink)

The population ageing of Chinese society is deepening. The elderly care policy is a policy standard formulated by the government to protect the rights and interests of older people in the process of actively coping with the population ageing. It has crucial guiding significance for improving the elderly care services and carrying out pension practice. Since the reform and opening-up, China’s elderly care policy system has gone through three stages of initial construction, development, and transformation, showing a development direction from (...) aid to service, from one to multiple, from unique to general. In general, China has primarily formed a complete framework of the elderly care policy system, the rights, and interests of older people have been strongly guaranteed, the elderly care service industry has developed rapidly, and the quality of elderly care service has been effectively improved. However, in the process of policy development, there are still problems such as difficulty in implementing policies, low effectiveness, vague content, and fragmentation of policies. In the future, it is urgent to establish a complete, scientific, reasonable, and effective elderly care policy system. It should further expand the scope of benefits of old-age care policies, promote the coordinated development of the elderly care policies between urban and rural areas and among regions, strengthen the guiding and leading role of the government, and refine policies on personnel training, so as to form a powerful driving force for old-age care. If this does not change fundamentally, upcoming decades will face in real time how a nation destroys itself and gambles away the future of its children. Freedom, democracy and the rule of law: If we want to preserve them, we have to rely on competence and quality and not on ideology and mediocrity. Otherwise, one day authoritarian systems will take us over! Kaum etwas funktioniert in Deutschland noch wie es sollte. Ob Energieversorgung, Digitalisierung, Gesundheit, Rente oder Infrastruktur. Immer öfter werden gravierende Folgen strategischer Fehlentscheidungen und eines zunehmend ideologisch geprägten Dilettantismus' sichtbar: Kaufkraft und Wohlstand schwinden, Abgaben und Gebühren steigen, der Regelungswildwuchs und die Bürokratie sind innovationsfeindlich und eine schrumpfende Mittelschicht kämpft heute darum, den eigenen Abstieg zu verhindern und der nächsten Generation keine schlechteren Rahmenbedingungen zu hinterlassen. This chapter investigates older people’s needs in contemporary Ghana using the analyses of quantitative and qualitative data sets. The findings identified eight distinct patterns of needs, namely basic needs, care, and domestic help; sociability, emotional and affective support; information; counseling; spiritual needs, free bus rides, and rights. These needs highlight older adults’ social and personal requirements regarding daily living and healthcare in their desire to age with dignity. Their provision may avert problems related to population ageing, including old-age dependency. These (...) needs can be addressed through the following measures. First, the facilitation of the informational needs of older people is attainable through the introduction of initiation for adults and/or older people into the social structure and/or life course. Second, the provision of houses through the mediation of government on behalf of pension contributors, payable in installments. These may ensure appropriate adjustment to life in old age, albeit longevity. The life-sustaining needs of older people have existed since time immemorial. However, these needs are now taking a new dimension in the era of population ageing and increased life expectancy, economic hardships, and weakening extended family support system. We, therefore, argue that these require interventions at both the family and institutional or state levels or formal and informal levels, particularly needs satisfying programs and policies should be instituted by the government in addition to the existing ones. Preparedness inadequacy for the retirement transition is one of the critical reasons for age reduction. This chapter examines retirement planning as a leveraging strategy and vibrant remedy for age reduction using quantitative data obtained from formal and informal sector workers. The findings show that retirement plans are categorized into short-term, medium, and long-term plans. Collectively, these yield income, health, housing, social networks, leisure, and paid work beyond pensions. Post-retirement income is a significant determinant of the retirement decision. Retirement planning (...) can be used to leverage the lack of preparedness for retirement, which in turn reduces the activity of age reduction. This averts dependency in old age and creates the avenue for successful ageing, which is often heralded by the retirement transition. Further, not planning for retirement and the associated act of age reduction is an indication of the non-acknowledgment of the notion of active ageing. Noteworthy age reduction is a portrayal of old age as a shameful loss of youthfulness. This chapter argues that planning for retirement may be the best alternative strategy for combating age reduction from an economic outcome dimension. It constructs a “Triple Topological Folding” (Wang's Definition 3, 2026) model encompassing desire folding (Wang's Definition 4, (...) 2026), time folding (Wang's Definition 5, 2026) and existence folding (Wang's Definition 6, 2026) to decode the implicit logic of value exploitation in daily consumption. The paper originally defines the “Consumption Black Hole” (Wang's Definition 2, 2026) concept and verifies that the institutional zeroing of labor-acquired value is an essential functional prerequisite for capitalism to maintain systemic stability and sustainable accumulation. Furthermore, it puts forward the theoretical framework of “Consumption Sublimation of Labor-Acquired Value” (Consumption Sublimation) (Wang's Definition 10, 2026), which aims to transform consumption expenditure from the trajectory of value annihilation to asset accumulation via institutional reconstruction. Meanwhile, this paper elaborates the paradigm of “Intertemporal Sublimation of Labor-Acquired Value” (Intertemporal Sublimation) (Wang's Definition 9, 2026). Taking the national pension system as a typical empirical case, it confirms that labor-acquired value can be preserved intertemporally and deferredly returned through social contracts, proving the practical feasibility of the “non-zero value” mechanism. The study demonstrates that intertemporal sublimation serves as the historical premise and logical corroboration of consumption sublimation, forming a complete system of value preservation. The dual coupled mechanism of surplus-value exploitation at the production end and systematic value annihilation at the consumption end constitutes the complete operating logic of contemporary capitalism. Taking “Consumption Black Hole” as the core category, this paper deciphers the underlying code of capitalism's infinite accumulation, expanding the boundary of political economy critique from traditional production justice to the new dimension of life justice. The dual-sublimation theoretical framework constructed in this paper will be fully supplemented with institutional design, implementation paths and systematic expansion in the author's subsequent monograph. Adults aged 65 and above comprise the fastest growing sector of the world’s population. In the context of increasing numbers of older adults, employment policies have become a prominent issue. Governments recognize the importance of increasing participation in working age population and providing them with equal workplace opportunities. Yet, it appears that policies raising employment rates of older adults have become a slogan that governments use for election purposes, but the reality is different. In the groundbreaking report “Working Better with (...) Age: Poland‘ prepared by the Organization for Economic Cooperation and Development, Poland, the Czech Republic, and Slovakia belong to a group of countries where the increase in the employment rate of older adults is well below the OECD average. The objective of our critical review is to evaluate current employment policies for older adults, including but not limited to healthy work conditions, age management strategies, employment services for older workers, and strategies implemented to prevent the age discrimination, in these three countries. This article also discusses the reasons for the reduction in the employment of older adults, the current barriers in employing older adults that require governments’ attention, and suggests solutions for creating an age-friendly labor market that can effectively make use of older adults’ competencies. Employment rates for people of different ages are significantly affected by government policies with regard to higher education, pensions, and retirement age. (shrink)

This paper re-evaluates the traditional theories of the "resource curse" and modernization, arguing that the true peril of natural resources lies not in their physical attributes, but in a "lazy governance logic" born of resource abundance. Simultaneously, the paper critiques the limitations of the binary narratives surrounding Chile's modernization process—whether the Chicago School mythologizing it as a "free-market paradise" or structuralism and dependency theory dismissing it as a tragic victim of resources—both of which fail to adequately explain its complex social (...) structures and crisis-response capacities. Building upon these insights, this paper constructs a four-quadrant national survival paradigm matrix based on physical endowments and macro-governance logic, precisely positioning Chile as a Quadrant III "High-Pressure Actuary." Confronted with a lack of broad material endowments and the painful collective traumas of historical hyperinflation and resource bubble bursts, Chile has enforced rigorous institutional self-discipline through structural fiscal surplus rules, sovereign wealth funds, consumer price index (CPI)-linked accounting units (UF), and mandatory individual savings (such as the AFP pension system). These mechanisms shift macro-survival risks downward level by level, forcing society into comprehensive self-defense and actuarial calculation while exerting a powerful "clearance siphon effect" during global supply shocks. Ultimately, Chile is neither a market utopia naturally drifting toward prosperity nor a sacrifice completely crushed by resources; rather, it is a "surviving entity" that maintains a precarious balance amidst storms through an exceptionally rigorous set of institutional disciplines under extremely narrow physical and globalization constraints. Finally, the paper highlights the limitations of pure financial governance and proposes an evolution from a single "financial actuarial model" to a "physical-financial dual-track reserve" system. By channeling strategic capital into domestic basic physical production, nations can alleviate the survival anxiety of the younger generation and reconcile real societal dignity with absolute survival baselines across generations.
