The pre-generation loop is capable of sustained high QPS against back-end services that are already PoolCounter-rate-limited for interactive traffic; the script must self-throttle (configurable concurrency, inter-call delay, PoolCounter pool) so that a full backfill cannot starve interactive function calls on abstract.wikipedia.org. SRE to be consulted on the acceptable envelope.
