As brought up at en-WP here, the blocked message currently includes the line "Even when blocked, you will usually still be able to edit your user talk page and email other editors and administrators." This is non-optimal: for editors who can still edit their talk page and email, it should say so, and for editors who have had that access revoked, it should say that. Could we add variables so that the message will be able to customize as appropriate?
