The students at Riverdale high keep littering, ignoring the signs Mr. Weatherbee has put up. Archie decides to create a comic pamphlet starring the Archies, arguing that a comic book will get the message across better than a sign. The comic works so well that Mr. Weatherbee realizes that "you could use comic booklets for getting almost any message across to people."

Apart from a guide to how comics are made, this story was an attempt to stir up interest in using Archie comics for promotional and educational purposes. Archie spends much of the story arguing that people should commission Archie comics to promote their causes.
