Control was the London Bureau Chief of the Office of Strategic Services during World War II. In the early 1950s, he was appointed the head of Argent, the civilian side of Task Force X. Control had a wife, Dina, who was killed during World War II, and a granddaughter named Anna-Marie Veré.

Control, the London Bureau Chief of the O.S.S. during World War II, first appeared in G.I. Combat (DC, 1957 series) #192 (July 1976). His origin was revealed in Showcase (DC, 1956 series) #104 (September 1978). He was appointed the head of Argent, the civilian side of Task Force X, in the early 1950s, as shown in Secret Origins (DC, 1986 series) #14 (May 1987). It was revealed in Suicide Squad Annual (DC, 1988 series) #1 ([December] 1988) that Control had died at least five years before the present day, and that his granddaughter Anna-Marie Veré hid that fact and ran Argent in his place.
