
Hermosillo Offers Up to 90% Discounts for Green Construction
The city of Hermosillo, Sonora, has introduced more than 40 fiscal and non-fiscal incentives to promote sustainable construction, becoming the first municipality in Mexico to adopt such measures. The incentives were announced by Mayor Antonio Astiazarán Gutiérrez during a Chamber of Construction (CMIC Sonora) event.
Backed by technical support from the World Bank’s International Finance Corporation (IFC) and the Latin American Energy Efficiency Strengthening Project (CEELA), the initiative offers discounts of up to 90% on a range of municipal processes. Incentives apply across multiple departments—including Water Utility, Cadastre, Urban Planning, Civil Protection, the Municipal Energy and Climate Agency, and the Treasury—covering feasibility reports, land-use permits, irrigation hydrant approvals, lighting authorizations, cadastral valuations, and land title transfers.
“Our goal is not just to reduce costs for developers but also to save time—because time equals money,” Astiazarán said, highlighting the broader impact on residents’ quality of life amid persistent low precipitation levels.
The green financing measures were announced less than a week after Mayor Astiazarán highlighted a series of sustainability achievements at a meeting with the civil society group Hermosillo, ¿Cómo Vamos?. These included investments exceeding US$22.5 million in water infrastructure, along with solar projects that will make Hermosillo the first municipality in Mexico to power its water utility entirely with solar energy.
