Tarsev was a male 25th century Elachi, an ex-Romulan and resident of the mycelial realm within the mycelial network. Following an encounter with Klingon Hargh'peng radiation, Tarsev mutated and regained his voice. (STO - J'Ula's Discovery mission: "Beneath the Skin")

Tarsev was born a Romulan. At some point, he was captured by the Elachi and converted into one of them. He lost his ability to speak and forgot about his former existence. By the late 2400s decade, he held the rank of Predator, the highest field position of the Elachi.

In the year 2410, the House Mo'Kai, a rogue House of the Klingon Empire, invaded the mycelial realm and poisoned it with Hargh'peng radiation from dark probes to weaponize it.

This radiation corrupted both the local flora and the Elachi. Some corrupted Elachi became aggressive. Tarsev and others, reverted partially to their previous forms. Tarsev's eyestalks receded and the eyes moved into the skull. His neck sprouted a lower jaw, and his face formed a mouth and a rudimentary nose with a pair of nostrils. Tarsev began to remember his Romulan origin, and regained the ability to speak, though to speak was a major effort.

When the jahSepp, represented by Amna Patel and an Alpha Quadrant Alliance away team cleared the radiation from the area and culled the corrupted Elachi, Tarsev's frigate approached the Darkening Jungle, morphed into an Elachi walker and landed. Accompanied by two officers, Tarsev approached Patel, Lieutenant Commander Paul Stamets and the rest of their team. Tarsev had come to talk. Patel agreed to a partnership between the jahSepp, Elachi, and the Alliance. (STO - J'Ula's Discovery mission: "Beneath the Skin")

Soon after, Tarsev met Patel to plan what do about J'Ula, matriarch of House Mo'Kai. (STO website: Season 18: Awakening: A Meeting of Minds)

In 2411, Captain Tarsev was in command of the Ornash-class battleship FEV Liberator. The Liberator emerged from a rift opened by J'Ula in the Terrh system. The Alliance forces protected the Liberator from House Mo'Kai forces and their allies while Tarsev worked to close the rift. (STO - J'Ula's Discovery mission: "The Centre Cannot Hold")
