Chief was a rank within police departments.
In 1986, the chief of the San Francisco Police Department assigned the case of Pavel Chekov's disappearance to Detective Chizum. Once Chizum knew that people from the future were responsible for the disappearance he put the case on the inactive list, otherwise the chief would laugh him out of the job.
