Biography
Payton was a strong-willed functionary who served as aide to Conrad Franklin Kent, a Federation government official. She wore a special sensor implant for record-keeping purposes. (TOS novel: The Starship Trap)

Background
Payton was depicted in The Starship Trap's cover art by Keith Birdsong. She was shown wearing a Starfleet uniform, but by all other indications was not a member of Starfleet. The reasoning she might have been issued a uniform to wear aboard ship could be akin to the same circumstance when Captain John Christopher or Khan Noonien Singh were given uniforms.
