Pascal Fullerton was a Human and chairman of the New Essentialists Movement, an organization dedicated to "restoring the moral traditions" of the Federation. Fullerton regularly held rallies on Risa, which he saw as the epitome of the decay of Federation values. He described himself as a professor, and had written several articles on the subject. He believed that focus on pleasure was just one example of how the Federations citizens had become soft and defenseless against attack from their enemies.

In 2373, he visited Risa while Worf and Jadzia Dax were vacationing there, giving the former a PADD of Essentialist literature. The Klingon, already disturbed by the free-spirited and bohemian culture of Risa and its visitors, became sympathetic to Fullerton's cause, later attending a rally held by the professor's small group of dedicated followers.

Feeling that the Essentialists' protests were likely to be ignored and forgotten, Fullerton and his group sabotaged Risa's weather control system to demonstrate how "complacent" Federation citizens had become. He did this with the help of Worf, who had rigged a tricorder to sabotage the grid which caused Risa to revert to its normal rainy climate. Fullerton had also planned to disable Risa's seismology by sabotaging the planet's seismic regulators, which risked destroying every structure on the surface, in an irrational effort to "put an end to the party".

Although Worf became disillusioned with these tactics and Fullerton's attitude, the Essentialist was committed to his cause. Ultimately, his attack was stopped by Jadzia and Worf. Angered that Worf would turn his back on his cause, Fullerton struck him across the face, but the Klingon easily overpowered and tossed him aside. (DS9: "Let He Who Is Without Sin...")
