empower (someone) to (do something)
1. To grant someone the authority to do something. Before my boss left on maternity leave, she empowered me to make important decisions in her absence. Becoming editor-in-chief has empowered me to make the final decisions on the layout design for every issue. A: "Mom empowered me to watch you guys while she's away!" B: "Yeah, to watch us, not to boss us around!"
2. To inspire one to be more assertive, proactive, etc., especially in pursuit of a particular goal. Hearing your experiences really empowered me to not compromise on my dreams. I hope my talk empowers people to get whatever help they may need for their mental well-being. The world is so different today, though. I know Mom wants to empower me to do the things she's done, but those things—like buying a house—are no longer an option for someone my age.
