Motivation and Context

Increase QEMU OS setup timeout

Description

We've seen the Fedora 42 runner still setting up after 10 min:

Processing triggers for fontconfig (2.15.0-1.1ubuntu2) ...
Processing triggers for initramfs-tools (0.142ubuntu25.5) ...
update-initramfs: Generating /boot/initrd.img-6.11.0-1018-azure
Processing triggers for hicolor-icon-theme (0.17-2) ...
Processing triggers for libc-bin (2.39-0ubuntu8.5) ...
Setting up libsoup-3.0-0:amd64 (3.4.4-5ubuntu0.5) ...
Setting up libphodav-3.0-0:amd64 (3.0-8build3) ...
Processing triggers for man-db (2.12.0-4build2) ...
Error: The action 'Setup QEMU' has timed out after 10 minutes.

Change the timeout to 15 min.
