Description of Request

For etcd, we would like to have our own SRC channel. Security vulnerabilities reported against etcd go through a two-level review involving both the etcd leads and the Kubernetes SRC. Currently, this is happening in private chats but it would be better to have an official private channel for it.

This channel would include the SIG-etcd leads, unless the SIG specifically appoints a separate SRC team, and whichever members of the Kubernetes SRC want to be on it as well.

I am an SIG-etcd lead.
