  1. JIT: Unify impUtf16StringComparison and impUtf16SpanComparison 

    Merge the two nearly-identical functions into a single
impUtf16Comparison(kind, sig, methodFlags, isSpan) entry point,
eliminating ~120 lines of duplicated code.

Additional cleanup:
- Fix typo 'clonning' -> 'cloning' in impExpandHalfConstEquals
- Fix spurious extra arg in JITDUMP format string
- Print actual constant literal in JITDUMP for both paths
- Simplify GT_RET_EXPR cleanup using cnsIsOp2 flag
- Clean up file header comment
